New Vision Engineering Consultant is seeking an experienced Team Leader / Institutional Evaluation Specialist to lead institutional assessment and evaluation initiatives. The successful candidate will be responsible for managing a team of five professionals and providing strategic direction in organizational development, governance, public sector reforms, and quality assurance. This role is ideal for an individual with a strong background in education, public administration, management, or public policy, possessing extensive experience in institutional assessments and multidisciplinary team leadership. The position demands expertise in project management, stakeholder engagement, and applying evaluation frameworks to improve institutional effectiveness and ensure compliance with quality standards. The Team Leader will oversee comprehensive performance evaluations and risk assessments while collaborating with various stakeholders to develop and implement strategies that enhance institutional governance and operational efficiency. This role requires a visionary leader who can guide the team through complex evaluation projects, ensure accurate analysis of institutional strengths and weaknesses, and deliver actionable recommendations to drive sustainable improvements. The ideal candidate will have a proven track record of managing multidisciplinary teams and successfully delivering consultancy assignments in higher education or public sector reform contexts.
Responsibilities

Lead and manage a multidisciplinary team of five professionals conducting institutional evaluations and assessments.
Develop and implement strategic plans for comprehensive institutional quality assurance and governance evaluations.
Conduct detailed performance evaluations and risk assessments of organizations within the higher education and public administration sectors.
Engage with stakeholders at various levels to gather data, promote collaboration, and ensure alignment of evaluation objectives.
Design and apply stakeholder management frameworks to facilitate effective communication and relationship management.
Oversee the preparation of thorough evaluation reports that include actionable recommendations for organizational development and reform.
Ensure compliance with national and international standards in institutional governance and quality assurance practices.
Manage project timelines, resources, and deliverables to ensure evaluation projects are completed efficiently and effectively.
Facilitate training sessions and workshops to build evaluation capacity within client organizations and stakeholders.
Monitor and evaluate the impact of implemented reforms or quality initiatives based on evaluation findings.
Coordinate with external consultants and experts as necessary to enhance the quality and scope of evaluation efforts.
Continuously update evaluation methodologies and tools to reflect best practices and emerging trends in institutional assessment.
