New Vision Engineering Consultant seeks a dedicated Team Leader / Monitoring & Evaluation (M&E) Specialist to guide a skilled team of five professionals in executing comprehensive M&E activities. This role demands a seasoned expert with a minimum of 20 years of experience in monitoring and evaluation, programme evaluation, public policy, and development planning. The ideal candidate holds an advanced degree, such as a Master's or PhD in Economics, Public Policy, Social Sciences, Development Studies, or a related discipline, and is proficient in managing multidisciplinary projects and donor-funded initiatives. The position involves leading the design, implementation, and management of M&E frameworks to drive project performance and ensure impact assessment aligns with organizational goals.
Responsibilities

  • Lead and manage a team of five M&E professionals, fostering collaboration and professional development.
  • Design and implement comprehensive Monitoring and Evaluation frameworks aligned with project and organizational objectives.
  • Develop clear and measurable performance indicators to assess project outcomes and impact accurately.
  • Oversee data collection methodologies using both qualitative and quantitative research techniques to ensure data quality and relevance.
  • Analyze and interpret complex data sets to generate actionable insights that support decision-making processes.
  • Coordinate the preparation of regular progress reports and comprehensive evaluation documentation for stakeholders and donors.
  • Engage with project stakeholders to incorporate feedback and ensure transparency in evaluation processes.
  • Conduct risk assessments and devise mitigation strategies to address challenges and enhance project effectiveness.
  • Lead multidisciplinary evaluation assignments, ensuring methodological rigor and adherence to donor requirements.
  • Collaborate with program managers and policy makers to integrate M&E findings into planning and development strategies.
  • Promote continuous improvement of M&E systems and tools to adapt to evolving project needs and sector standards.
  • Ensure compliance with ethical standards and data protection regulations in all monitoring and evaluation activities.
  • Facilitate capacity-building initiatives for team members and partners to strengthen M&E competencies across projects.
