Monitoring & Evaluation Manager

The Monitoring & Evaluation Manager at NIC Sialkot plays a critical role in ensuring the success and accountability of the National Incubation Centre's programs. This position is responsible for managing the Centre's reporting relationship with its funder, Ignite, by compiling, quality-assuring, and submitting contractual deliverables such as periodic progress reports, quarterly submissions, and milestone reports. The Manager upholds strict compliance with deadlines and standards, maintaining all necessary documentation to support the Centres funding and operational continuity. Located at NIC Sialkot, this full-time role reports directly to the Project Director and involves working closely with multiple teams to deliver accurate and timely reports that meet institutional scrutiny. Alongside reporting duties, the Monitoring & Evaluation Manager leads the design, implementation, and maintenance of the Centres monitoring and evaluation frameworks. This includes tracking the performance of incubated startups against established key performance indicators (KPIs) and transforming program data into actionable insights that improve the delivery of incubation services. The role demands strong analytical skills, attention to detail, and a firm commitment to upholding program commitments and reporting standards. Though this position does not include team management, it requires strong collaboration with senior leadership and program staff to ensure alignment and continual improvement of the incubation programs effectiveness.
Responsibilities
- Compile, prepare, and submit all contractual deliverables to Ignite, including periodic progress reports and milestone-based submissions, ensuring submission within prescribed formats and deadlines.
- Maintain an organized deliverables calendar that tracks due dates, preventing any missed submissions for compliance.
- Quality-assure all reports before submission by coordinating inputs from program, finance, and operations departments.
- Collect and retain comprehensive documentary evidence supporting each deliverable, preparing for audits and verification exercises.
- Act as the primary contact for Ignites monitoring visits, reviews, audits, and verification processes, facilitating smooth interactions and compliance.
- Develop and maintain robust monitoring and evaluation frameworks to measure incubation program performance against agreed indicators and targets.
- Track key performance indicators for startups incubated at NIC Sialkot, monitoring their growth trajectory, funding status, and overall progress.
- Design and implement data collection tools and reporting formats to ensure accuracy, consistency, and usability of program performance data.
- Collaborate with the Project Director to analyze program outcomes regularly and recommend actionable improvements to increase program impact.
- Work closely with the Programme Manager to guarantee all incubation activities align with regulatory requirements and internal operational standards.
- Conduct regular evaluations of mentorship effectiveness, resource availability, and other incubation support services to identify areas for enhancement.
- Collect, analyze, and utilize feedback from startups to improve program offerings and address emerging challenges promptly.
- Support audit and verification processes by preparing documentation, coordinating with auditors, and addressing findings to maintain funder confidence.
- Maintain proficiency in Microsoft Excel and other reporting tools to deliver data-driven reports and visualizations that clearly communicate program results.
- Ensure all reporting and evaluation activities comply with donor and government guidelines, maintaining high standards of transparency and accountability.
