We have an exciting opportunity for Consultants to work with OPM’s Public Financial Management (PFM) team on a fixed term of one year but likely to be permanent. The role requires experience in budget planning and execution, risk quantification and management, climate/disaster finance, public expenditure diagnostics, macroeconomics. The established and experienced team works on a range of interesting projects.

Key Responsibilities:

Technical Delivery

  • Lead and support delivery of selected technical deliverables, covering the fields of budgeting, macrofiscal analysis, disaster risk finance, and/or management of (public) climate finance. The exact projects which the successful candidate will be involved in will be subject to discussion.
  • Provide direction to in-country programme team members under their supervision, in ensuring project inputs and deliverables are defined and delivered on time and to quality standards, in close consultation with the Team Leader and other programme staff.
  • Develop and implement appropriate strategies and approaches – including adaptations to existing strategies – to achieve the project objectives

Reporting & Monitoring, Evaluation & Learning

  • Provide timely regular reports and updates on project performance and progress towards agreed milestones to the appropriate Team Leader(s)
  • Oversee the monitoring of results and sharing of experience between project team members and PFM portfolio members within OPM.
  • Communicate project performance coherently and accurately to clients as required.

Team Management

  • Support the management and professional development of more junior members of project teams or the PFM portfolio, in close consultation with the Portfolio Lead or Team Leader.
  • Collaborate in defining activities and workplans for other project team members.
  • Drive oversight and implementation of project activities under their remit, as well as coordination with other parts of the programme and/or other related aid programmes.

Key Required Skills & Experience:

Qualifications - A post-graduate qualification in public finance, economics, or related field.

Experience:

  • A University degree in Economics, Finance, Accounting, Public Policy and Administration or equivalent. A Masters qualification in a similarly relevant field is an additional asset
  • Team working skills, good communication and facilitation skills.
  • Proven full working knowledge of English and excellent report writing skills, plus knowledge of Urdu, Sindhi, or Pashtu.
  • At least 7 years of general experience in public financial management in Pakistan or elsewhere, preferably in South-Asia.
  • Experience of donor-funded programs on PFM reform is an additional asset.
  • Minimum 5 years of specific professional experience in at least 3 of the following areas: macroeconomic and fiscal analysis; public sector budgeting and budget process; sector expenditure analysis; service delivery costing; public expenditure tracking; debt management; IFMIS; domestic revenue analysis; payroll and pension; public investment management; PFM legislation and regulations; civil service reforms, fiscal decentralization, public expenditure reviews and assessments using recognised frameworks; support to the development, implementation and monitoring of PFM strategies, action plans and capacity building.
  • Knowledge of Pakistani institutional settings. Experience in Health or Education sector reforms is an additional asset.
