Main Responsibilities:

  • Manage all IT Programs/Projects w.r.t planning, coordination, collaboration, and monitoring of activities and support alignment of various activities against holistic strategic drivers promoting commonality of approach, process, and documentation.
  • Prioritize projects and change requests in close consultation with the Project Team and communicate the priorities to the software development team.
  • Ensure that deliverables, objectives, and outcomes of the project(s) are achieved as specified, within agreed timelines, as per agreed quality standards
  • Undertake detailed project planning & documentation (defining project deliverables, success criteria, benefits management, dependencies, change control, risk management) including escalating risks & issues as required.
  • Closely monitor project progress, performance, and quality, including evaluation and benefits realization. Develop / implement tools for effective project management and reporting.
  • Monitor and report progress against plans through regular reviews and maintain close contact with all stakeholders for tracking project implementation, and identification of implementation gaps if any.
  • Develop, implement, and govern Trade Reform Program Management processes, dashboards, templates, policies, and metrics.
  • Monitor compliance with project policies and standards.
  • Prepare status reports by gathering, analyzing, and summarizing relevant information.
  • Interface with executives to define project priorities, implementation opportunities, and challenges and communicate project risks and opportunities.
  • Provide project management support to the Project team being established by PSW for System upgradation.
  • Manage own continuous professional development, internal collaborations, and external networks, to contribute to service quality, research excellence and innovation.

Required Skill Set:

  • Strong communication (verbal &written) and organizational skills.
  • Strong interpersonal skills and problem-solving abilities to deal with cross-functional team issues.
  • Proven experience of Transformation Office Operations
  • Strong knowledge of SDLC principles and practices.
  • Previous software development and release management experience.
  • Proven ability to solve problems creatively.
  • Understanding of business processes of trade, logistics, supply chain, E-commerce, and transport will be an added advantage.
  • Experience using Click UP/ JIRA / Zoho /Atlassian/ Slack workflow will be preferred.
  • Delivering high-profile, approved business transformation projects.
  • Project management background/experience.
  • PMP and/or ITIL certifications (desired, not required)
  • Knowledge of PMI / PRINCE2 methodology.

Pakistan Single Window (PSW) is an ICT-based system in Pakistan providing a single window for trade. PSW is a facility that allows parties involved in trade and transport to lodge standardized information and documents at a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements need to be submitted only once. PSW will connect relevant government departments with each other and with economic operators like importers, exporters, customs agents, shipping agents, transporters etc, in Pakistan for efficient management of cross border trade. It will provide the ease and transparency in achieving compliance with relevant regulatory requirements, through an on-line facility, that will intelligently handle the information for each transaction without the need to provide same information more than once or to physically visit such government departments. Pakistan has committed to implement various provisions of World Trade Organization’s (WTO) Trade Facilitation Agreement that includes implementation of a National Single Window (NSW) system before February, 2022. Pakistan also needs PSW implementation to overhaul management of its external trade for reducing time, cost and complexity involved to improve its position in various global rankings on competitiveness and ease of doing business. Guiding vision and mission objectives: VISION: Pakistan will establish a world-class automated hub by 2022, offering services and creating efficiencies, to reduce cross border trade related costs, time and complications for improved trade facilitation and compliance. MISSION: Improve cross-border trader processing by providing centralized ICT based services, simplified processes, effective and reliable automation, harmonized data exchange and risk-based selectivity in enforcement of government’s regulations.
