The International Rescue Committee (IRC) is a global humanitarian organization dedicated to responding to the world’s most severe crises by restoring health, safety, education, economic wellbeing, and empowerment to communities affected by conflict and disaster. Established in 1933 at the call of Albert Einstein, the IRC operates in over 40 countries and 29 U.S. cities, helping vulnerable populations survive, regain control of their futures, and strengthen their communities. The IRC is currently implementing a 6.5-month project across five districts in Khyber Pakhtunkhwa, Pakistan, aimed at enhancing protection and legal services for vulnerable groups. This initiative focuses on improving access to legal support, case management, community-based protection services, and strengthening community structures to prevent and respond to protection risks.

The IRC is seeking Protection Case Workers to support the delivery of Protection Case Management (PCM) services under an IOM-funded project. The role involves managing a caseload through the full PCM cycle, including identification, intake, assessment, case planning, referral, follow-up, and closure for individuals facing protection risks such as gender-based violence (GBV) and child protection concerns. Working within a survivor-centered and Do No Harm framework, the Case Worker ensures timely, safe, and appropriate support through direct services, quality referrals, and coordination with community protection structures and service providers.

Key Responsibilities
- Provide Protection Case Management to high-risk individuals at the district level, following IRC’s global PCM guidelines, IOM requirements, and SOPs.
- Identify and register vulnerable individuals through community outreach, referrals, help desk intake, and self-referrals, prioritizing women at risk, unaccompanied children, persons with disabilities, undocumented individuals, and other high-risk groups.
- Facilitate the full PCM cycle: intake, consent, safety planning, needs assessment, case action planning, referrals, follow-up, and case closure, including client satisfaction assessment.
- Identify clients eligible for Cash for Protection assistance and refer them to IOM with documented informed consent.
- Establish and maintain quality referrals to specialized services such as mental health and psychosocial support (MHPSS), legal aid, GBV response, child protection, health, civil documentation, and government social protection programs, ensuring timely service uptake.
- Orient community-based protection committees (CBPCs), community outreach volunteers (COVs), and service providers on PCM standards and inter-agency referral protocols.
- Maintain accurate case records in the Information Management System, adhering to IRC’s Client Data Protection Policy and IOM’s data protection principles.
- Report caseload status regularly to supervisors and participate in case conferences, reviews, and supervision sessions.
- Support community awareness activities on protection risks, available services, and referral pathways.
- Document and share success stories and lessons learned with supervisors.
- Perform other project-related tasks as assigned.
- Build and maintain relationships with district-level partners, including government departments, UN agencies, and local and international NGOs in the protection sector.

Required Qualifications
- Bachelor’s degree in Psychology, Sociology, International Relations, or a related field.
- Minimum of 1 to 2 years of field experience in protection case management programming, preferably in emergency settings.
- Ability to work under pressure in unstable security environments and handle sensitive information with strict confidentiality.
- Experience in training, capacity building, and team development.

Demonstrated Skills and Competencies
- Practical experience in protection, case management, and referral mechanisms.
- Knowledge and implementation of multi-sectoral protection prevention and response programming.
- Experience with best interests procedures and ethical protection data management.
- Ability to work effectively in diverse, multicultural teams with respect for local cultures and norms.
- Strong coordination skills with government bodies and civil society organizations.
- Excellent interpersonal, communication, and report writing skills.
- Proficiency in MS Office (Word, Excel, PowerPoint).
- Flexibility and openness to feedback.

Language Requirements
- Proficient in written and spoken English and Urdu.
- Knowledge of Pashtu and/or other local languages is highly desirable.

The position reports directly to the Case Management Supervisor, with dotted reporting to the Protection Manager, and involves coordination with communities, government departments, civil society organizations, and other protection partners.
