Programme Development Manager

Penny Appeal is a national and international humanitarian aid charity, which aims to relieve the suffering of poor and needy people in Pakistan and across the world. Our plans are ambitious and we are trying our best to achieve them, Organization requires services of “Programme Development Manager” for ensuring that funding proposals are drafted with a stronger quality and in compliance with headquarters’ (HQ’s) policies while ensuring strong coordination with respective colleagues at the country office, Partner organizations and HQ levels. The position will be responsible for providing hand-on support to country office in programme design/development, design new ideas, include innovative approaches in PA Thematic areas and identify funding opportunities. Manager Programme Development will also ensure quality reporting of ongoing and completed projects/programmes in close coordination with relevant programme sections. The position will also review existing programme, partnership policies, and approaches and provide recommendations as per ground realities and best practices, duties of that position could be as under but not limited to these;

A-    Programme Development

§    Support the Head of Programmes in achieving the commitments outlined in Country Strategic Paper.

§    Lead the proposal writing and coordinate with all relevant staff to gather their inputs in a timely fashion.

§    Coordinate with all relevant technical and implementation colleagues and devise the timelines with clear responsibilities for the Concept Note/proposal development and submission.

§    Acquire and disseminate updated information regarding HQ/donor formats (proposals and reports, data collection requirements) and other relevant information.

§    Ensures that all relevant colleagues/sections have their resources well reflected in the budgets for the new project proposals.

§    Liaise with the finance and relevant technical colleagues to ensure that budget is following the HQ/donors’ guidelines and finalized as per agreed deadlines.

§    Ensure new proposals are in-line with the HQ programme requirements, Theory of Change and contributing to Penny Appeal’s objectives.

§    Coordinate with the Beneficiaries Safeguarding Focal Point to ensure that all new project developments strongly focus upon beneficiaries and programme participants safeguarding.

§    Draft budget and its justification/ narrative to accompany the proposal as needed.

§    Support MEAL in developing impact orientated thematic briefs from PA interventions

§    Ensure Value for Money and utilize local resources to ensure maximum spending reaches to the primary beneficiaries.

B-    Quality Assurance in Reporting:

§    Review all narrative reports (Quarterly, progress and Project/Programme Completion) submitted by the Manager Implementation and finalize them for submission to HQ.

§    Ensure the quality assurance of all Programmes periodic narrative reports with a focus on accuracy, relevance, and structure.

§    Ensure timely submission of all reports/progress/data to HQ.

§    Develop Case studies/success stories from the information/reports received in each thematic area of PA Programmes in close coordination with the Manager Implementation.

C-    Partnerships Development and Pre-Award Management

§    Promote the involvement of stakeholder groups, including implementing partners and beneficiaries (where possible), in designing new projects/programs.

§    Develop Request for Partnership Applications (RFPAs) in line with PA Thematic areas and its wide dissemination.

§    Review, revise (if required) and finalize proposals and budgets submitted by Partner/Applicant organizations in line with PA partnership guidelines.

§    Ensure timely approval of finalized proposals from Approving committee and submit to HQ.

§    Keep effective coordination with HQ and donors to fulfill the programme development and reporting needs.

§    In consultation with Compliance and Administration sections, conduct project award process and handover the project to Programme implementation unit for execution.

§    Work proactively and maintain a bank of proposals in each PA Thematic area.

§    Support the Head of Programmes in revision/development of partnership policies and procedures and their implementation.

§    Support Head of Programmes in the identification of potential /thematic expert organizations for partnership development.

D-    Donors Mapping/Funding Opportunities:

§    Support the Head of Programmes in design/developing of an institutional fundraising policy aligning PA’s thematic areas with SDGs and donors’ country strategy papers.

§    Develop a mapping document to include all the potential institutional donors for PA Pakistan (potential thematic areas, particular requirements, etc).

§    Support the Head of Programmes in identifying available funding opportunities (in-country/international funding for Pakistan) and provide preliminary support in the development of a proposal for submission against funding opportunities.

§    Support in establishing and maintaining working relationships with: partners, donors and other development stakeholders.

E-    Miscellaneous 

§    Ensure effective liaison with colleagues and contribute in building a pleasant working environment.

§    Participate in periodic meetings as and when required.

§ Perform other duties, including administrative, as necessary and/or as requested.
