1. Background:
Penny Appeal Pakistan is implementing a multi-sectoral project focused on enhancing community resilience through sustainable WASH interventions and climate change adaptation in Sujawal District, Sindh. The region is highly vulnerable to climate-induced hazards such as floods, droughts, and waterborne diseases. The project aims to improve access to safe water, sanitation, and hygiene services while strengthening community-level climate change adaptation strategies.
To ensure effective implementation and technical oversight, Penny Appeal Pakistan is seeking a qualified and experienced WASH and Climate Change Expert to lead the project’s technical design, implementation, monitoring, and capacity-building components.
2. Purpose of the Assignment:
The incumbent will provide technical leadership and coordination for the WASH and climate change project, ensuring high-quality implementation aligned with global best practices, donor requirements, and the needs of local communities.
3. Key Responsibilities:
Technical and Programmatic Leadership:
- Lead the planning, implementation, and monitoring of WASH and climate adaptation interventions.
- Conduct technical assessments to design context-specific, climate-resilient WASH infrastructure and services.
- Support the development and implementation of Climate Risk and Vulnerability Assessments (CRVA).
- Integrate nature-based and community-led solutions into project design.
- Ensure all interventions are gender-sensitive and inclusive of marginalized groups.
Capacity Building and Community Engagement:
- Build the capacity of field teams, partners, and local government stakeholders on WASH and climate-resilient practices.
- Facilitate community consultations, behavior change communication campaigns, and training sessions.
- Promote climate literacy and hygiene education in communities and institutions.
Monitoring, Evaluation, and Learning (MEAL):
- Develop technical indicators and tools for tracking progress and quality of implementation.
- Contribute to data collection, reporting, and documentation of best practices and lessons learned.
- Conduct regular field visits to monitor progress and provide technical support.
Coordination and Representation:
- Liaise with relevant government departments, clusters, and development partners.
- Represent Penny Appeal in technical forums and climate-WASH coordination platforms.
- Prepare technical reports, case studies, and success stories for internal and external audiences.
4. Required Qualifications and Experience:
- Master’s degree (or higher) in Environmental Science, Civil/Environmental Engineering, Public Health, Climate Change, or related field.
- Minimum 7 years of progressive experience in WASH and climate change programming in humanitarian or development contexts.
- Proven experience in designing and implementing climate-resilient WASH interventions.
- Familiarity with government policies and global frameworks (SDGs, Paris Agreement, Sphere Standards, etc.).
- Excellent understanding of participatory approaches and gender mainstreaming.
- Strong analytical, communication, and report-writing skills.
- Fluency in English and Urdu (knowledge of Sindhi is an asset).
- Willingness to travel frequently to Sujawal and other field locations.
5. Deliverables:
- Inception report and implementation plan.
- Technical designs and BoQs for WASH infrastructure.
- Monthly progress reports and field visit updates.
- Capacity-building reports and training materials.
- End-of-project technical documentation and impact brief.
6. Contractual Arrangements:
- This is a full-time position based in Islamabad with regular field visits to Sindh.
- Remuneration will be commensurate with experience and organizational policies.
- The selected candidate must adhere to Penny Appeal’s safeguarding and child protection policies.
