Poverty Eradication Initiative (PEI) seeks a skilled Business Development Specialist with expertise in tender management, bidding, and proposal preparation. The specialist plays a vital role in identifying tender opportunities from government, NGOs, donors, corporates, and private sectors. This position involves analyzing tender documents, preparing compliant technical and financial bids, and managing end-to-end submission processes to secure business growth. The specialist works closely with cross-functional teams including technical, finance, procurement, and management to compile accurate proposals that meet tender requirements. The specialist also conducts market and competitor research to uncover new business opportunities and builds strong relationships with clients and stakeholders. This role requires meticulous attention to detail, strong organizational skills, and experience navigating procurement portals and tender regulations such as the PPRA rules. Although the role does not involve managing a team, it demands excellent coordination and communication skills to oversee timely submissions and support contract negotiations following successful bids.
Responsibilities

  • Identify and continuously monitor tender opportunities across government, NGO, donor, corporate, and private sectors.
  • Analyze tender, request for proposal (RFP), request for quotation (RFQ), and terms of reference (TOR) documents to evaluate eligibility, scope, and submission criteria.
  • Lead the end-to-end preparation and timely submission of compliant technical and financial bids aligned with tender requirements.
  • Prepare and review tender documentation including technical proposals, financial proposals, bills of quantities (BOQs), cost estimates, and pricing schedules.
  • Coordinate with technical experts, finance, procurement, and management teams to gather necessary information and ensure proposal accuracy and completeness.
  • Ensure all mandatory tender documents such as forms, certificates, affidavits, registrations, and supporting attachments are complete and valid.
  • Develop compliance matrices to verify adherence to each tenders specific requirements and criteria.
  • Manage deadlines rigorously to ensure punctual submission of bids through PPRA, e-procurement portals, or other relevant platforms.
  • Conduct detailed market and competitor analysis to identify strategic business opportunities and potential sectors for growth.
  • Build and maintain strong, professional relationships with clients, government entities, partners, and stakeholders to enhance business development efforts.
  • Maintain an organized and up-to-date database of tender opportunities, submission outcomes, and prospective business leads.
  • Coordinate and participate in pre-bid meetings, clarification sessions, and manage post-bid communications effectively.
  • Track and analyze bid results to identify success factors and areas for improvement for future opportunities.
  • Maintain comprehensive records of all submitted proposals, tender documentation, and communications.
  • Support contract negotiation processes and collaborate with relevant teams to finalize agreements post successful bidding.

Poverty is the root cause of every problem in the society, has no doubts worse affects on human life. Traditional gender roles in Pakistan especially in NWFP, which remains indulged in tribal culture, define the woman’s place as in the home and not in the workplace, and define the man as the breadwinner. Consequently, the society invests far less in women than men. Women in NWFP suffer more from poverty of opportunities throughout their lives as compared to other provinces. Economic vulnerability is a key factor in the rise of poverty in Pakistan; vulnerability also arises from social powerlessness, political instability, and ill-functioning institutions. Corruption and political instabilities such as various separatist movements in Baluchistan and Waziristan resulted in reduction of business confidence, deterioration of economic growth, reduced public expenditure, poor delivery of public services, and undermining of the rule of law. The root causes of current unrest in whole country especially FATA and FRS are linked with the absence of the opportunities for youth in all sections of life in general and particular in livelihoods. Active participation of the youth in decision making and development of the area is neglected and never given a chance to decide their fate. This made youth of the area frustrated and restless and compelled them to take part in the unhealthy activities. Poverty and the lack of modern curriculum have proved destabilizing factors for Pakistani society as these causes our youth to be exploited by religious organizations banned by the government to run schools and produce militant literature. Eradication of poverty cannot be brought about by charity, but needs first and foremost empowering the poor, focusing on women, and tapping their tremendous potential.
