This specialist is responsible for leading critical evaluations that act as calibration points for assessment instruments, ensuring accuracy and consistency in measuring provincial health system performances. The role involves comprehensive oversight of essential medicines and consumables, coordinating activities across the provincial procurement cell, Medical Store Depot, and District Health Authority delegation. With over 10 years of experience required, the Provincial Specialist offers expert guidance to optimize health supply chains and data management practices throughout the province. This position includes the management and mentorship of a team of 10 professionals, fostering collaboration and professional growth to strengthen provincial health initiatives. The specialist ensures the delivery of specified key outcomes labeled D4, D8, D12, D16, D20, and D24, aligning operational procedures with strategic goals for improved health system functionality. They also provide leadership in health information systems, demand forecasting, logistics, and inventory management, integrating standards such as Health Level Seven (HL7) and clinical data management principles.
Responsibilities

  • Lead the Punjab provincial health system evaluation week and conduct comprehensive debriefing sessions to guide strategic decisions and enhance provincial health programs.
  • Coordinate and oversee the Lens A evaluation focused on essential medicines and consumables, ensuring systematic assessment of procurement cells, medical store depots, and district health authorities.
  • Manage a dedicated team of 10 professionals, providing direction, support, and development opportunities to maintain high operational standards and achieve set deliverables.
  • Implement and optimize supply chain management processes, including logistics and inventory management, to maintain efficient distribution of essential medicines across the province.
  • Leverage expertise in health information systems (HIS) and clinical data management to ensure accurate data collection, reporting, and use in decision-making processes.
  • Apply Health Level Seven (HL7) standards to enhance interoperability and data exchange across health information systems within the provincial network.
  • Utilize demand forecasting techniques to anticipate and address the needs of essential medical supplies, reducing shortages and improving service delivery.
  • Collaborate closely with the provincial procurement cell and district health authorities to synchronize supply chain operations and address challenges promptly.
  • Ensure compliance with organizational policies, regulatory standards, and performance targets to meet project deliverables D4, D8, D12, D16, D20, and D24 effectively.
  • Provide technical guidance and support in the development and refinement of tools and methodologies used for provincial health evaluations.

Poverty is the root cause of every problem in the society, has no doubts worse affects on human life. Traditional gender roles in Pakistan especially in NWFP, which remains indulged in tribal culture, define the woman’s place as in the home and not in the workplace, and define the man as the breadwinner. Consequently, the society invests far less in women than men. Women in NWFP suffer more from poverty of opportunities throughout their lives as compared to other provinces. Economic vulnerability is a key factor in the rise of poverty in Pakistan; vulnerability also arises from social powerlessness, political instability, and ill-functioning institutions. Corruption and political instabilities such as various separatist movements in Baluchistan and Waziristan resulted in reduction of business confidence, deterioration of economic growth, reduced public expenditure, poor delivery of public services, and undermining of the rule of law. The root causes of current unrest in whole country especially FATA and FRS are linked with the absence of the opportunities for youth in all sections of life in general and particular in livelihoods. Active participation of the youth in decision making and development of the area is neglected and never given a chance to decide their fate. This made youth of the area frustrated and restless and compelled them to take part in the unhealthy activities. Poverty and the lack of modern curriculum have proved destabilizing factors for Pakistani society as these causes our youth to be exploited by religious organizations banned by the government to run schools and produce militant literature. Eradication of poverty cannot be brought about by charity, but needs first and foremost empowering the poor, focusing on women, and tapping their tremendous potential.
