Procurement Officer [Open to Internal & External applicants]

The United Nations Development Programme (UNDP) Pakistan is seeking a Procurement Officer to support its Flood Recovery Programme (FRP) and other projects under the Resilience, Environment and Climate Change Unit (RECCU). This role involves providing procurement expertise and guidance to project teams, ensuring compliance with UNDP procurement policies, and supporting the development and implementation of procurement strategies. The Procurement Officer will work closely with the CO Procurement Specialist and FRP Operations Specialist, helping to manage complex procurement processes, contract administration, supplier management, and capacity building within the organization. This position contributes to UNDP’s mission of fostering sustainable development and climate resilience in Pakistan, particularly in response to challenges such as the 2022 floods.

Key Responsibilities

- Provide continuous coaching and support to staff in developing Terms of Reference (TORs) and specifications for consultancies, research, and technical services.
- Conduct market research and analysis to assist project teams in preparing procurement specifications for goods and assets.
- Review and assure the quality of TORs and procurement specifications before initiating procurement processes.
- Ensure full compliance with UN/UNDP procurement rules, regulations, and policies, implementing effective internal controls and client-oriented procurement management systems.
- Develop and implement cost-saving strategies in consultation with office management.
- Manage procurement processes including preparation of RFQs, ITBs, RFPs, evaluation of bids, negotiation of contract terms, and preparation of purchase orders and contracts.
- Maintain procurement records, monitor procurement plans, and ensure timely corrective actions on purchase orders.
- Develop and update supplier rosters, conduct supplier selection and evaluation, and perform formal market research through EOIs, RFIs, and pre-qualifications.
- Establish and manage contract management groups, oversee contract performance, and handle contract amendments and risk assessments.
- Provide training and learning sessions on procurement rules, regulations, and best practices to project and operations personnel.
- Support knowledge sharing and contribute to procurement-related knowledge networks and communities of practice.
- Perform other duties as required to support the efficient functioning of the office and organization.

Required Qualifications

- Advanced university degree (Master’s or equivalent) in Business Administration, Public Administration, or a related field. A first-level university degree (Bachelor’s) with an additional two years of relevant experience may be considered.
- Minimum of two years of relevant professional experience in procurement management at national or international levels, preferably with international organizations, donors, or NGOs.
- Strong knowledge of procurement processes, market research, bid evaluation, quality assurance, and risk mitigation.
- Experience with donor policies and reporting requirements, particularly EU donors.
- Familiarity with UN system procurement rules, online procurement platforms, and automated procurement systems.
- Excellent report writing and analytical skills.
- Ability to work effectively in diverse, multi-cultural environments and crisis/conflict settings.
- Proficiency in English and Urdu is required; knowledge of local languages is an advantage.
- Experience in using office software packages (MS Word, Excel, etc.) and web-based management systems.
- CIPS Level 3 certification is highly desirable; candidates without this certification should obtain it within one year of recruitment.
