ZAPTA Technologies, a Lahore-based software services and technology company, is seeking a Program Manager to lead the delivery of the Punjab Skills Development Fund (PSDF) Advance Technology Program, Round II. This role involves overseeing 20 training batches across four cities, ensuring each batch is staffed, equipped, enrolled, trained, certified, and placed on schedule. The Program Manager will serve as the primary operational contact with PSDF, its Key Account Manager, and the Third-Party Monitor (TPM), while being responsible for the monthly evidence required for program payments. Reporting to the Strategic Advisor, the Program Manager will lead a team including the Infrastructure & Compliance Coordinator, Mobilization & Placement Coordinator, Lead Trainers, Trainers, Teaching Assistants, Lab Instructors, and Technical Mentors.

Key Responsibilities

Program Setup:
Develop the master schedule for all batches, detailing start dates, lab allocations, shifts, and trainer assignments across cities. Recruit trainers, mentors, teaching assistants, and lab instructors who meet PSDF criteria, prepare their profiles, and ensure clearance before deployment. Finalize the Implementation Plan and Trainee Mobilization Plan, and oversee venue readiness for PSDF inspections. Conduct orientation sessions on PSDF Business Rules for all program staff.

Enrollment and Training Delivery:
Ensure each batch has 30 verified, eligible trainees and is fully staffed and equipped before commencement. Monitor biometric attendance daily and intervene promptly if attendance or retention declines. Verify that sessions adhere to the PSDF session plan, and ensure assessments, mini projects, and capstones are graded within five working days using PSDF rubrics. Host TPM visits and address any observations on the same day. Manage trainer absences strictly through PSDF-approved substitutions.

Certification:
Ensure all trainees are prepared for exams, coordinate exam bookings and vouchers with the Punjab Information Technology Board (PITB), and schedule retakes as needed.

Placement:
Lead weekly placement reviews and track each graduate by name for three months post-training. Collect graduates’ income evidence in the format required by PSDF.

Reporting and Governance:
Submit monthly progress reports, Pre-Batch Reports, and milestone claims punctually. Maintain audit-ready records including attendance, assessments, grievances, appeals, and trainer changes. Prepare inputs for steering committee meetings and trade reviews. Identify and escalate risks with proposed solutions.

Required Qualifications

A Bachelor’s degree (16 years) in Computer Science, IT, Management, or a related field is required; a Master’s degree is preferred. Candidates must have at least five years of experience managing training, education, or workforce development programs, including a minimum of two years on government- or donor-funded, output-based programs with third-party monitoring such as PSDF, NAVTTC, TEVTA, USAID, or GIZ. Experience in scheduling across multiple sites and recruiting and managing technical trainers is essential. Strong documentation and audit-grade reporting skills are necessary. Familiarity with the PSDF BSS portal and PSDF Business Rules is highly preferred. Fluency in English and Urdu is required. The role demands willingness to travel weekly across Punjab, with at least one visit to each city per month.

Preferred Qualifications and Benefits

The ideal candidate remains composed during unannounced audits, consistently meets deadlines, and takes full ownership of results. They are adept at managing multiple sites simultaneously without losing attention to detail. The position offers a monthly salary ranging from Rs80,000 to Rs100,000 and requires in-person work across Punjab.
