ORGANIZATIONAL CONTEXT:

Under the supervision of the Benazir Nashonuma Programme (BNP) Manager, the Programme Policy Officer (Monitoring, Evaluation and Reporting) is expected to operate with a high degree of independence, manage more junior staff to ensure that programme objectives are achieved in full. The incumbent will be involved in a wide variety of Monitoring, Evaluation and Reporting activities and analytical work, some of which may be of considerable complexity. At this level, the incumbent is expected to contribute to the programme performance improvement.

 

JOB PURPOSE:

The Programme Policy Officer – Monitoring, Evaluation and Reporting will support the Implementation Support Unit (ISU) by delivering analytical assistance for the implementation of the Benazir Nashonuma Programme (BNP). The role will provide expertise in strengthen programme monitoring, evaluation, data management, reporting, and coordination to enable informed decision‑making across the country office and provincial offices.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

 

Monitoring and Evaluation:

  • Contribute to the development of monitoring plans and processes that streamline BNP operations.

  • Act as M&E focal point for the BNP, in coordination with WFP M&E Unit

  • Assist the PPO Data Analysis and ISU team in coordinating tasks and managing communication between the Provincial and Country Offices.

  • Assist BNP manager in monitoring programme implementation performance against approved KPIs, and corporate indicators.

  • Develop methodologies and tools for tracking programme performance and implementation progress across all provinces.

 

Analytical Support:

  • Provide data analysis support to the ISU and other relevant teams

  • Translate complex data insights into clear, actionable narratives for various internal and external stakeholders.

  • Offer recommendations to enhance the usability and accessibility of dashboards and operational systems, supporting both provincial operations and CO management decision-making.

  • Assist in organizing training sessions and workshops to strengthen staff competencies in monitoring, implementation, and data-driven decision-making.

  • Generate actionable recommendations for Country Office and Provincial Office management based on programme performance analysis.

 

Reporting:

  • Preparation/drafting of high-quality monthly, quarterly, annual and ad hoc programme performance reports, highlighting progress, challenges, and areas for improvement.

  • Develop visually appealing graphics and data visualizations for reports, presentations, and other communication materials.

  • Collaborate with internal stakeholders to streamline the collection of information and data for effective reporting.

  • Support staff in assigned area to ensure that standard report procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance reporting.

  • Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.

  • Perform other related duties as per the position level of expertise.

 

EDUCATION & EXPERIENCE

 

Education:

Advanced university degree in Development Studies, Business Analytics, Information Management, or other related field of studies or first level university degree with additional 2 years of experience.

 

Experience:

  • At least 3 years of relevant post-graduation professional/managerial level experience, especially in M&E and operational management i.e., program management and data reporting.

  • Experience with low code business intelligence tools (especially Microsoft Power Platform), and data visualization tools (especially Tableau), and advanced Excel skills are a strong asset for this position.

 

Knowledge and Skills:

  • Excellent professional coordination, supervision, conflict resolution and liaising skills.

  • Learning mindset, analytical skills, attention to detail, ability to translate complex data into clear insights for all stakeholders.

  • Excellent communication skills, and the ability to work collaboratively with diverse teams.

 

Language:

Fluency (level C) in English language and Urdu; knowledge of an additional local language is desirable.
