Project Engineering Specialist [Open to internal and external applicants]

UNDP is seeking a Project Engineering Specialist to lead the planning, design, implementation, and monitoring of civil works projects under the Flood Reconstruction and Coordination Programme (FRP) in Quetta, Pakistan. This role involves managing the reconstruction of approximately 1,000 houses and community infrastructure damaged by the 2022 floods, ensuring quality, timeliness, and compliance with UNDP standards. The specialist will oversee a team of engineers, coordinate with contractors, support procurement processes, and provide technical inputs for donor engagement. The position requires close collaboration with government and local stakeholders to promote resilience and sustainability in recovery efforts.

Key Responsibilities
- Lead the planning, assessment, and design of civil works and infrastructure projects, ensuring alignment with UNDP policies and FRP’s Delegation of Authority.
- Conduct and supervise site assessments, feasibility studies, and prepare detailed designs, cost estimates, Bills of Quantities (BoQs), and technical specifications.
- Manage procurement activities, including preparing Terms of Reference, bidding documents, and participating in bid evaluations in compliance with UNDP procurement rules.
- Oversee contract management and supervise construction works, ensuring contractors meet quality standards, timelines, and contractual obligations.
- Provide real-time technical guidance to field engineers and ensure proper documentation, certification of completed works, and timely processing of invoices.
- Facilitate knowledge management by maintaining comprehensive project documentation, reporting to donors, and archiving materials on UNDP platforms.
- Deliver capacity-building and knowledge transfer to national personnel and contractors on good construction practices, environmental management, and safety standards.
- Support donor engagement by preparing technical inputs, briefing materials, and responding to queries related to civil works progress and quality.
- Ensure compliance during the defect liability period by coordinating timely resolution of construction issues.

Required Qualifications
- Advanced university degree (Master’s or equivalent) in Civil Engineering, Architecture, or related fields. A Bachelor’s degree with additional experience may be considered.
- Minimum 5 years of relevant engineering experience with a Master’s degree or 7 years with a Bachelor’s degree, including building construction and civil works project management at national or international levels.
- Proven experience in managing and leading engineering teams.
- Strong proficiency in Microsoft Office and computer-aided design (CAD) software.
- Fluency in English and Urdu is mandatory; knowledge of Pushto is an advantage.

Preferred Qualifications and Benefits
- CIPS Level 4 certification is highly desirable, with the expectation to obtain it within one year if not held at recruitment.
- Experience preparing tender documents and technical specifications for large-scale engineering works.
- Familiarity with UNDP policies, procedures, and procurement regulations.
- Experience supervising construction activities and leading project teams to achieve targets.
- Previous work experience in Quetta is preferred.
- Certification in project management methodologies such as PMP or PRINCE2 is an asset.
