SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries. In Pakistan, we have been actively serving vulnerable communities and marginalized groups since 2010 by providing them humanitarian assistance during emergencies and supporting them through the implementation of sustainable development programs in the areas of Child Protection and Child Wellbeing, WASH, Food Security and Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 of the most vulnerable districts. In light of increasing challenges such as inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

Main Responsibility:

The Project Manager is responsible for developing and implementing the Food Base Transfer program’s strategy and approach according to shared objectives of SIF and WFP and time frame in all of its components and in coordination with logistics, HR, Finance, Security, and administration departments. The Project Manager is also responsible for training and capacity building of staff.

  • Develop strategies and methods to implement FBT project activities in line with donor specifications, timeframe, and budget.
  • Provide strategic direction and overall supervision for successful project implementation.
  • Develop work plans and manage budgets against project outputs and results.
  • Evaluate activity progress and take corrective action as needed.
  • Produce timely project reports that meet donor requirements.
  • Develop and maintain strategic relationships with local authorities.
  • Facilitate donor visits to project sites as appropriate.
  • Work with the teams to maintain sound administrative practices, including record-keeping, donor compliance, and communications.
  • Travel frequently to other districts to visit project sites and support field teams.
  • Review short- and long-range service delivery plans, and guide SIF project staff to strengthen planning, management, and delivery.
  • Implement monitoring systems and record-keeping methods that support routine country-level and donor reporting.
  • Analyze project data to report on key indicators, and advise on improved methodologies where relevant.
  • Propose and implement capacity-building activities aimed at enhancing the skills of local staff in the delivery of livelihood activities.
  • Represent SIF in relevant working groups, stakeholder forums, and coordination meetings, maintaining a consistent, visible presence.
  • Plan for the safe delivery and distribution of assistance to beneficiaries, including advising on and enforcing SOPs and safety/security measures, and training staff on them.
  • Conduct regular monitoring field visits of SIF-targeted Project areas.
  • Provide orientations on projects as per proposals to staff members internally and externally as and when needed.
  • Track project effectiveness weekly and monthly, and submit progress reports against indicators and targets to the Programme Manager–KP in Peshawar.
  • Collaborate with the Finance/Admin and Logistics to ensure that project supplies and resources are available in a timely manner to support project implementation.
  • Provide support and guidance to other SIF staff to assist in their capacity-building activities.
  • Regularly report to the Programme Manager-KP on all activities, weekly, bi-monthly & monthly with progress, achievements, and bottlenecks to document challenges and lessons learned.
  • Coordinate with donors on project-related activities and develop joint implementation strategies.
  • Assess the livelihoods needs of populations affected by the conflict.
  • Stay up to date with all regional and country-specific response plans by donors active in the livelihoods sector, and other key actors.
  • Assist the Programme Manager-KP in drafting input for new project design; assist in proposal, budget, log frame and provide assessment data for new proposal writing is an essential requirement of this role.
  • Share methods, approaches, and tools with SIF colleagues across the region, and contribute toward SIF’s regional response strategy by ensuring programmatic coherence, innovation, and responsiveness.

Human Resources: In collaboration and according to the objectives fixed with and by the HR Manager and the Programme Manager-KP and Field Coordinator-KP.

  • Manage directly the team under his responsibility.
  • Recruit the staff under his responsibility and evaluate them.
  • Anticipate and plan human resources requirements.
  • Organize and solve team conflicts and ensure good working conditions.

Reporting:

  • Prepare daily/weekly/monthly reports according to the schedule defined by the Programme Manager-KP and Field Coordinator-KP.
