The UNDP Rule of Law Programme in Pakistan seeks a Monitoring, Evaluation and Reporting Analyst to provide technical leadership in monitoring, evaluation, results measurement, data management, learning, and reporting. The role supports programme implementation aimed at strengthening the rule of law, ensuring equitable access to justice and security services, especially for women and marginalized groups across Khyber Pakhtunkhwa, Balochistan, and Islamabad Capital Territory. The Analyst will establish and maintain systems to track progress, improve data quality, support evaluations, and ensure timely, evidence-based reporting. This position involves close collaboration with government institutions, justice sector stakeholders, civil society, and UNDP teams to promote inclusive, gender-responsive programming and adaptive management.
Key Responsibilities
- Lead the design and implementation of an integrated Monitoring and Evaluation (M&E) framework, including development of indicators, baselines, targets, data flow systems, and monitoring tools aligned with programme results frameworks.
- Manage data quality assurance, validation, and analysis to support evidence-based decision-making and adaptive management.
- Develop data visualization tools, dashboards, and analytical products to communicate programme performance effectively.
- Coordinate preparation and submission of programme and donor reports, ensuring accuracy, timeliness, and alignment with UNDP corporate and donor requirements.
- Provide analytical inputs for programme planning, implementation reviews, and strategic decision-making using monitoring and evaluation data.
- Promote gender-responsive monitoring by ensuring disaggregated data collection and analysis that reflects the experiences of women and vulnerable populations.
- Strengthen institutional monitoring practices by providing technical guidance and capacity-building support to programme staff and partners.
- Lead coordination and quality assurance of evaluations, assessments, surveys, and research initiatives, ensuring methodological rigor and effective use of findings.
- Support programme planning and management by reviewing workplans and results frameworks, advising on measurability and results orientation.
- Maintain organized records and documentation to facilitate programme management, reporting, reviews, and evaluations.
- Perform other duties as required to support the efficient functioning of the programme.
Required Qualifications
- Advanced university degree (Master’s or equivalent) in Monitoring and Evaluation, Statistics, Economics, International Development, Management Science, or related fields. A Bachelor’s degree with additional relevant experience may be considered.
- Minimum of two years (with Master’s) or four years (with Bachelor’s) of professional experience in monitoring and evaluation, results-based management, research, or data analysis within rule of law, justice, security sector reform, or related development programming.
- Proven experience developing and managing results frameworks, indicators, baselines, targets, and M&E plans.
- Strong skills in designing and applying quantitative and qualitative monitoring tools and data collection methodologies.
- Experience in data management, quality assurance, analysis, and interpretation of programme results.
- Demonstrated ability to prepare and coordinate high-quality programme and donor reports involving multiple stakeholders.
- Fluency in English and Urdu is required.
Preferred Qualifications and Benefits
- Experience managing evaluations, assessments, surveys, or research assignments, including methodological review and quality assurance.
- Familiarity with results-based management and using M&E evidence for programme learning and adaptive management.
- Experience developing terms of reference and managing consultants or service providers for evaluation and research.
- Skills in statistical analysis, data visualization, and business intelligence tools such as Power BI or Tableau.
- Experience working with government administrative data and institutional monitoring systems.
- Background in rule of law, justice, security, governance, or related development sectors.
- Previous experience with UNDP, UN agencies, or international organizations is an advantage.
