The UNDP Rule of Law Programme in Pakistan seeks a Monitoring, Evaluation, and Reporting Analyst to provide technical leadership in monitoring, evaluation, data management, learning, and reporting. This role supports the Programme’s efforts to strengthen justice and security services, particularly for women and marginalized groups across Khyber Pakhtunkhwa, Balochistan, and Islamabad Capital Territory. Working closely with government institutions and justice sector partners, the Analyst will ensure robust systems are in place to track progress, improve data quality, and promote evidence-based decision-making. The position reports to the Team Lead – Programme Specialist and involves collaboration with multiple stakeholders to enhance results-based management and gender-responsive monitoring.

Key Responsibilities

- Lead the design and implementation of integrated monitoring and evaluation (M&E) frameworks, including development of indicators, baselines, targets, and data flow systems aligned with programme results.
- Oversee data collection, validation, quality assurance, and analysis to ensure accurate and timely reporting of programme progress.
- Develop and maintain data visualization tools, dashboards, and analytical products to support management decisions and communicate performance.
- Coordinate and prepare periodic, annual, and donor reports, ensuring compliance with corporate and donor requirements.
- Provide technical guidance and capacity-building support on results-based management, monitoring tools, data collection, and evidence use to team members and partners.
- Facilitate gender-responsive M&E by promoting disaggregated data collection and analysis focused on women and vulnerable populations.
- Manage evaluations, assessments, surveys, and research assignments, including preparation of terms of reference, methodological review, and quality assurance.
- Support programme learning by synthesizing monitoring and evaluation findings to identify lessons, trends, and areas for adaptive management.
- Maintain organized records and documentation to support programme management, reporting, and assurance processes.
- Engage with programme staff and institutional counterparts to strengthen monitoring arrangements and promote consistent application of M&E standards.
- Provide technical advice on programme performance, results achievement, and data quality to senior management.

Required Qualifications

- Advanced university degree (Master’s or equivalent) in Monitoring and Evaluation, Statistics, Economics, International Development, or related fields. A Bachelor’s degree with additional qualifying experience will also be considered.
- Minimum two years of relevant professional experience with a Master’s degree, or four years with a Bachelor’s degree, in monitoring and evaluation, results-based management, research, or data analysis within rule of law, justice, security sector reform, or related development programming.
- Proven experience in developing and managing results frameworks, indicators, baselines, and M&E plans.
- Strong skills in designing and applying quantitative and qualitative monitoring tools and data collection methodologies.
- Experience in data management, quality assurance, analysis, and interpretation of programme results.
- Demonstrated ability to prepare and coordinate high-quality programme or donor reports consolidating inputs from multiple stakeholders.
- Fluency in English and Urdu is required.

Preferred Qualifications and Additional Skills

- Experience coordinating evaluations, assessments, surveys, or research assignments, including methodological review and quality assurance.
- Familiarity with results-based management and use of M&E evidence for programme learning and adaptive management.
- Experience managing consultants, research organizations, or service providers for M&E assignments.
- Skills in statistical analysis, data visualization, and business intelligence tools such as Power BI or Tableau.
- Knowledge of government administrative data and institutional monitoring or reporting systems.
- Background in rule of law, justice, security, governance, or related development programming.
- Prior experience with UNDP, UN agencies, or international organizations is an advantage.
