The UNDP Rule of Law Programme in Pakistan seeks a Monitoring, Evaluation, and Reporting Analyst to provide technical leadership and support for programme monitoring, evaluation, data management, learning, and reporting. The role focuses on strengthening results measurement systems, ensuring data quality, supporting evaluations, and delivering timely, evidence-based reports. The Analyst will work closely with institutional partners and team members to enhance monitoring arrangements, promote gender-responsive data collection, and support adaptive management. This position contributes to advancing justice and security reforms across Pakistan, particularly benefiting women, marginalized groups, and vulnerable populations.
Key Responsibilities
- Lead the design and implementation of integrated monitoring and evaluation (M&E) frameworks, including indicators, baselines, targets, and data flow systems aligned with programme results.
- Monitor programme progress against key performance indicators and support evidence-based course corrections.
- Establish and maintain databases and data management systems, ensuring data quality, accuracy, and timely reporting.
- Develop data visualization tools, dashboards, and analytical products to support decision-making and communication of programme performance.
- Coordinate and oversee evaluations, assessments, surveys, and research activities, ensuring methodological rigor and quality assurance.
- Prepare and coordinate periodic, annual, and donor reports, ensuring alignment with corporate and donor requirements.
- Promote gender-responsive monitoring and evaluation by systematically collecting and analyzing disaggregated data on women and vulnerable groups.
- Provide technical guidance and capacity-building support to team members and partners on results-based management, data collection, analysis, and use of evidence.
- Support the synthesis and use of monitoring and evaluation findings to identify lessons learned, trends, and emerging priorities for programme learning and adaptive management.
- Maintain organized records and documentation to facilitate programme management, reporting, and assurance processes.
- Advise programme leadership on performance, risks, evidence gaps, and areas requiring management attention or course correction.
- Foster collaboration across units and projects to enhance horizontal integration and achieve strategic goals.
Required Qualifications
- Advanced university degree (Master’s or equivalent) in Monitoring and Evaluation, Statistics, Economics, International Development, Management Science, or related fields. Candidates with a Bachelor’s degree plus two additional years of relevant experience will also be considered.
- Minimum of two years (with Master’s) or four years (with Bachelor’s) of professional experience in monitoring and evaluation, results-based management, research, or data analysis within rule of law, justice, security-sector reform, or related development programming.
- Proven experience developing and managing results frameworks, indicators, baselines, targets, and M&E plans.
- Strong skills in designing and applying quantitative and qualitative monitoring tools and data collection methodologies.
- Demonstrated experience in data management, quality assurance, analysis, and interpretation of programme results.
- Experience preparing and coordinating high-quality programme or donor progress reports involving multiple stakeholders.
- Fluency in English and Urdu.
Preferred Qualifications and Additional Information
- Experience managing evaluations, assessments, surveys, or research assignments, including methodological review and quality assurance.
- Familiarity with results-based management and using M&E evidence to support programme learning and adaptive management.
- Experience developing terms of reference and managing consultants, research organizations, or evaluation service providers.
- Skills in statistical analysis, data visualization, and business intelligence tools such as Power BI, Tableau, or similar platforms.
- Experience working with government administrative data and institutional monitoring or reporting systems.
- Background in rule of law, justice, security, governance, or related development sectors.
- Prior experience with UNDP, UN agencies, or international organizations is advantageous.

This position is based within the Democratic Governance Unit of the UNDP Pakistan Country Office and reports to the Team Lead – Programme Specialist. The role requires collaboration across federal and provincial levels, engaging with judiciary, police, prosecution, prisons, civil society, and academic partners to support justice and security sector reforms.
