Provincial MEAL Officer

Relief International (RI), a global non-profit organization dedicated to supporting communities affected by climate change and disasters, is seeking a Provincial MEAL Officer for its projects in Pakistan. This role involves coordinating Monitoring, Evaluation, Accountability, and Learning (MEAL) alongside Management Information Systems (MIS) for assigned provincial projects. The officer will oversee district MEAL Assistants, ensure data quality, support evidence-based programming, and maintain independent monitoring in collaboration with program and operational teams. The position focuses particularly on mental health and psychosocial support (MHPSS) programming, ensuring service quality, equitable access, and effective referral processes while working closely with technical staff.

Key Responsibilities

MEAL and MIS Planning and Coordination: Lead MEAL and MIS activities across the province, developing work plans, monitoring schedules, and reporting calendars aligned with project goals and donor requirements. Provide technical guidance to integrate MEAL and MIS into all project phases and collaborate with cross-functional teams to enhance data flow and decision-making.

Monitoring, Evaluation, and Reporting: Track project progress against indicators and objectives through regular field visits. Maintain Indicator Performance Tracking Tables (IPTTs), apply deduplication rules, analyze findings, and manage corrective actions. Quality-assure data and reports for timely submission to management and donors.

Data Quality and Information Management: Maintain and improve MIS tools, configure digital data collection forms, and ensure data accuracy, confidentiality, and security. Conduct Data Quality Assessments, source verification, and follow up on discrepancies while adhering to organizational data standards and safeguarding protocols.

Data Analysis, Evaluation, and Evidence: Analyze quantitative and qualitative data with appropriate disaggregation to identify trends and gaps. Translate data into actionable insights via dashboards and reports. Support baseline/endline studies, surveys, and evaluations, ensuring safe handling of MHPSS outcome data and coordination with evaluators.

Accountability and Safeguarding: Oversee the Feedback and Complaints Response Mechanism (FCRM), promote Accountability to Affected Populations (AAP), and ensure feedback channels are accessible and confidential. Verify participant selection criteria and handle sensitive safeguarding issues through designated channels without direct investigation.

Learning and Knowledge Management: Facilitate data reflection sessions, document lessons learned, and promote the use of MEAL evidence for program adaptation and proposal development. Ensure proper consent and risk mitigation in sharing stories and photographs.

Team Management and Capacity Building: Supervise and mentor district MEAL Assistants, provide technical support to program staff, review performance, and foster a culture of teamwork and professional growth within the MEAL/MIS team.

Coordination and Representation: Coordinate MEAL/MIS activities with project teams and partners, support donor visits and audits, and represent the provincial MEAL function in relevant meetings while ensuring data confidentiality and compliance with organizational standards.

Required Qualifications

- Bachelor’s or Master’s degree in Statistics, Computer Science, Information Technology, Management Information Systems, Public Health, or related fields.
- Minimum of 4 years’ progressive experience in MEAL and Data Management/MIS, preferably within an NGO/INGO setting.
- Proven experience supervising MEAL and/or MIS staff.
- Strong knowledge of MEAL frameworks, indicator tracking, data analysis, and donor reporting.
- Proficiency in Microsoft Office (especially Excel) and digital data collection platforms such as KoboToolbox or ODK.
- Excellent analytical, coordination, and report-writing skills with fluency in English and Urdu.
- Experience managing sensitive data, applying informed consent, and handling community feedback through proper escalation.
- Ability to manage multiple projects and travel regularly within the province.

Preferred Qualifications and Additional Skills

- Experience with Power BI, LogAlto, SPSS, or similar data analysis and visualization tools.
- Familiarity with monitoring MHPSS, protection, or health programs.
- Knowledge of OECD-DAC evaluation criteria, AAP, FCRM, safeguarding, and Core Humanitarian Standard (CHS).
- Experience working with institutional donors and managing reporting requirements.
- Understanding of humanitarian and development programming.
- Ability to communicate in Pashto or other local languages is an advantage.
