This position involves comprehensive management of fiscal forecasting, budgeting, and expenditure analysis to support effective public financial management. The role requires preparing periodic revenue and expenditure forecasts, providing technical assistance in fiscal data compilation and reporting, and conducting detailed budget analyses across various government sectors and autonomous bodies. The incumbent will also play a key role in modernizing budgetary practices, strengthening budget execution controls, and promoting transparency through various fiscal reporting initiatives. Collaboration with financial officers across ministries and divisions to institutionalize performance-based budgeting and ensure efficient utilization of grants is essential. Additionally, the role includes capacity building for budget officials and other duties as assigned by senior finance leadership.

Key Responsibilities

- Undertake forecasting of revenues and expenditures on an annual, half-yearly, and quarterly basis.
- Provide technical support in compiling, analyzing, and reporting fiscal data for international credit rating agencies.
- Analyze budgets and expenditures of sectors, divisions, attached departments, and autonomous bodies.
- Assist in the detailed analysis and preparation of indicative budget ceilings for civil government operations, defense, pensions, grants, subsidies, net lending, and the Public Sector Development Program (PSDP).
- Prepare and maintain fiscal data spreadsheets aligned with national and international standards.
- Support the modernization of budgetary practices to improve efficiency and optimize public resource utilization.
- Lead reforms in the budget preparation process by enhancing budgetary practices.
- Strengthen budget execution and expenditure controls through monthly and quarterly reviews.
- Review and update the Budget Manual in compliance with the Public Finance Management Act and assist Chief Financial and Accounts Officers (CFAOs) in implementing revised provisions.
- Develop and implement initiatives to enhance budget transparency, including fiscal risk disclosures, budget strategy papers, mid-year review reports, fiscal policy statements, medium-term performance-based budgets, and year-end performance monitoring reports.
- Support Principal Accounting Officers (PAOs) in mid-year budget reporting, performance reporting against Output-Based Budgeting, and assessment of budgeted versus actual expenditures.
- Collaborate closely with CFAOs and PAOs to mainstream Output-Based Budgeting and institutionalize performance-based budgeting requirements.
- Design and implement mechanisms to ensure efficient grant utilization within the budget process.
- Provide training and capacity-building support to budget officials in ministries and divisions as needed.
- Perform any other duties assigned by the Additional Finance Secretary Budget.

Required Qualifications

- Master’s degree or higher in Finance, Economics, Accounting, Statistics, or a related field from a recognized university.
- Minimum of 10 years’ relevant experience in public finance management, fiscal management, revenue management, budget allocation, and public financial planning.
- Strong understanding of Pakistan’s Public Finance Management (PFM) landscape, including donor-funded programs and associated reforms.
- Proven ability to liaise and coordinate effectively with key stakeholders.
- Excellent written and verbal communication skills.
- Proficiency in MS Office, with advanced skills in spreadsheets and database applications, and experience with web-based management systems.
