The Health Program Coordinator is responsible for the planning, implementation, monitoring, technical oversight, coordination, and reporting of health-related projects in Pakistan, ensuring that programmes are delivered efficiently, effectively, and in full compliance with organizational policies, donor requirements, and national regulations.

The role contributes to achieving programme objectives through evidence-based interventions, strong coordination with government stakeholders, capacity building of staff and partners, rigorous monitoring, and strict adherence to compliance standards.

In the Pakistan context, the position ensures alignment with provincial health departments, district authorities, humanitarian coordination mechanisms, and applicable regulatory frameworks, while always maintaining audit-ready records and documentation.

Responsibilities

A. Health Programme Planning and Development
·        Contribute to needs assessments, situational analysis, and baseline studies to inform evidence-based programming.
·        Develop detailed Project Implementation Plans (PIPs), work plans, budgets, and activity schedules.
·        Technical support for development of proposals, concept notes, donor submissions, and budget narratives.
·        Ensure programmes align with: 
o   National health policies and provincial strategies
o   Donor frameworks and technical standards
o   Organizational strategic priorities 
·        Integrate cross-cutting themes including gender, inclusion, safeguarding, accountability, and community engagement.
 
B. Programme Implementation and Field Coordination
·        Oversee timely implementation of project activities in line with approved plans and budgets.
·        Ensure quality delivery of services and interventions at both community and facility levels.
·        Coordinate closely with: 
o   Field teams
o   Support departments (HR, Finance, Procurement, Logistics)
o   Implementing partners
·        Identify delays, bottlenecks, and risks; propose and implement corrective measures.
·        Ensure proper management of medical supplies, equipment, and logistics coordination.
 
C. Technical Oversight and Quality Assurance
·        Provide technical guidance to staff and partners on health programme design, delivery, and standards.
·        Ensure adherence to: 
o   Ministry of Health guidelines
o   WHO and international standards
o   Organizational SOPs
·        Conduct regular field monitoring visits and supportive supervision.
·        Ensure interventions are evidence-based, contextually appropriate, and results-oriented.
 
D. Monitoring, Evaluation, and Learning (MEAL)
·        Support development and implementation of M&E frameworks, tools, and indicator tracking mechanisms.
·        Ensure: 
o   Timely and accurate data collection and validation
o   Availability of Means of Verification (MoVs) for audit purposes
·        Analyze programme data to identify: 
o   Trends
o   Gaps
o   Implementation challenges
·        Contribute to programme reviews, evaluations, impact assessments, learning documentation, and adaptive management.
·        Ensure alignment with global health standards, outcome indicators in relevant program objectives 
·        Strengthen accountability mechanisms, including beneficiary feedback and complaint systems.
 
E. Reporting and Documentation
·        Prepare and submit: 
o   Weekly, monthly, and quarterly progress reports
o   Donor reports in compliance with contractual requirements
·        Ensure reporting is: 
o   Accurate, evidence-based, and timely
o   Fully aligned with approved indicators and log frames
·        Maintain organized filing systems ensuring audit compliance.
·        Develop case studies, success stories, and lessons learned documentation.
 
F. Capacity Building of Staff and Partners
·        Identify technical and operational capacity gaps among staff and partners.
·        Design and deliver trainings, coaching sessions, and on-the-job mentoring.
·        Strengthen partner capacity in: 
o   Programme implementation
o   Reporting and data management
o   Compliance with donor and organizational requirements
·        Promote a culture of learning, continuous improvement, and accountability.
 
G. Compliance, Risk Management, and Governance
·        Ensure full compliance with: 
o   Organizational policies and SOPs
o   Donor agreements and guidelines
o   Pakistani laws and regulatory requirements
·        Enforce adherence to: 
o   Code of Conduct
o   Child Protection and Safeguarding policies
o   PSEA (Prevention of Sexual Exploitation and Abuse)
o   Anti-Fraud, Anti-Corruption, and Conflict of Interest policies
·        Prepare and maintain risk management plan for health program / projects 
·        Maintain audit-ready documentation and records at all times.
·        Identify, report, and mitigate compliance risks proactively.
·        Support internal and external audits, monitoring visits, and donor verifications.
 
H. Government and Stakeholder Coordination (Pakistan Context)
·        Establish and maintain strong coordination with: 
o   Provincial Health Departments
o   District Health Authorities
o   Local Government Bodies
o   Regulatory authorities
·        Ensure project activities are aligned with: 
o   Government priorities and approvals
o   District-level implementation structures
·        Represent the organization in: 
o   Cluster meetings (Health/Nutrition/WASH)
o   Health working groups under UN Agencies / INGOs forums 
o   Stakeholder coordination platforms
·        Facilitate joint planning, reporting, and collaboration with government counterparts.
 
I. Field Operations and Context Adaptation 
·        Ensure effective implementation in remote, underserved, and high-risk areas.
·        Adapt programme delivery considering: 
o   Security constraints
o   Cultural sensitivities
o   Local socio-political dynamics
·        Ensure teams comply with: 
o   Security protocols
o   Community engagement principles
·        Monitor and manage operational risks related to geography, access, and community acceptance.
 
J. Team Management
·        Supervise and guide health project staff to ensure effective performance and accountability.
·        Develop individual work plans and monitor deliverables.
·        Provide performance feedback and support staff development.
·        Promote teamwork, professionalism, and adherence to organizational values.
 
K. Any Other Duties
·        Perform any other tasks assigned by the supervisor in line with the nature and level of the position.
·        Build and maintain positive working relationships with co-workers, other Qatar Charity employees.
·        Ensure adherence to all organizational policies including but not limited to Code of Conduct, Conflict of Interest, Child Protection policy, PSEA and other related policies/SOPs to staff conduct and behaviors. The position holder is required to strictly adhere to all organizational safeguarding and ethical standards, including prevention of sexual exploitation and abuse, child protection, anti-harassment, and confidentiality. Any violations must be immediately reported through established reporting mechanisms.

Job Requirements:

Master’s degree in Public Health, Medicine, Health Management or related field

Professional certification are desireable e.g. Certification in Health policy, digital health, SDGs, Certified in Public Health (CPH), Project Management Professional (PMP)

•    At least 07 years of relevant experience in health programme management with INGOs/UN/donor-funded projects 
•    At least 4 years ‘experience at Coordinator level in health programming.
•    Proven technical knowledge and capacity to lead implementation of project activities. 
•    Experience leading health program/project implementation in a complex setting involving multiple stakeholders. 
•    Proven experience in: 
•    Project cycle management
•    Monitoring and reporting
•    Capacity building
•    Experience in Pakistan’s development/humanitarian sector strongly preferred
