The HR Officer is responsible for managing key human resources functions, including workforce planning, recruitment and selection, performance, management, learning and development, employee relations, and compliance with organizational policies and local regulations. The role aims to strengthen HR effectiveness, support operational sustainability, and enable the office to achieve its humanitarian and operational objectives efficiently and effectively. 


Responsibilities
  • Manage and maintain employee records and data in both digital and hard-copy formats, ensuring accurate documentation, filing, and archiving in accordance with approved policies and procedures.
  • Prepare, process, and follow up on HR-related correspondence and employee transactions, including official letters, certificates, and requests submitted through self-service systems.
  • Coordinate recruitment and onboarding activities, including screening applications, reviewing resumes, and completing all employment-related administrative procedures.
  • Monitor and administer attendance, leave, and employee records, ensuring data accuracy, policy compliance, and timely approvals.
  • Provide administrative and operational support to field offices to ensure efficient workflow and adherence to organizational policies and procedures.
  • Manage incoming and outgoing correspondence and coordinate communication with internal departments and external stakeholders.
  • Prepare and maintain HR reports, records, and workforce data to support operational requirements and management decision-making.
  • Identify employee training and development needs, prepare recommendations, and coordinate approved learning and development initiatives.
  • Administer employee-related HR processes, including end-of-service benefit calculations and ensuring compliance with applicable policies, procedures, and regulations.

Compliance and Governance

Ensure that field offices comply with applicable local and international laws, organizational policies, and approved procedures. 

Prepare periodic compliance reports and submit recommendations to enhance governance and ensure policy adherence. 

Job Requirements

Education: Bachelor’s degree in human resources management, Business Administration, or a related field

Experience: Minimum of three (3) years of relevant professional experience in Human Resources
