The MEAL Officer shall be responsible for supporting the design, implementation, monitoring, evaluation, accountability, learning, reporting and quality assurance functions of assigned projects and programmes in Pakistan. The position shall ensure that project activities are systematically monitored, data is collected and validated, evidence is generated, findings are used for decision-making, and accountability mechanisms are functional at field level.
The MEAL Officer shall support Health, Education, and ReliefDRR projects by developing and implementing MEAL plans, indicator tracking systems, data collection tools, monitoring checklists, verification systems, complaint and feedback mechanisms, learning documentation, field monitoring reports, donor reports, and project evidence files.
The position shall ensure that all monitoring, evaluation, accountability and learning activities are implemented in line with the organizations policies, donor requirements, approved project documents, government coordination requirements, safeguarding obligations, data protection standards, and Pakistan field-office realities.

This recruitment aims to establish an Emergency/Humanitarian Response Roster. Candidates who meet the eligibility and position requirements will be considered for inclusion in roster for future opportunities, subject to organizational needs and funding availability. Inclusion in the roster does not guarantee employment. Candidates should be available to join at short notice and be willing to work anywhere in KPK, including remote and underserved areas, as required by the project. Responsibilities

A. MEAL System Design and Project Planning
The MEAL Officer shall:
1. Support the development and implementation of project-level MEAL plans aligned with the approved project proposal, log frame, results framework, donor indicators, organizational strategy and field implementation plan.
2. Develop and maintain Indicator Tracking Sheets (ITS), output trackers, outcome trackers, beneficiary tracking sheets, distribution monitoring trackers, training trackers and field visit trackers.
3. Support the Project Manager and MEAL Coordinator in reviewing logical frameworks, results chains, assumptions, risks, means of verification, targets and reporting requirements.
4. Contribute to the preparation and review of:
o Project Implementation Plans;
o Detailed Implementation Plans;
o MEAL Plans;
o Data Collection Plans;
o Monitoring Visit Plans;
o Field Verification Plans;
o Evaluation Plans;
o Learning Plans;
o Complaint and Feedback Mechanism Plans.
5. Ensure that MEAL activities are integrated into project planning, implementation, budgeting, reporting and review processes.
6. Support programme teams in defining measurable indicators for Health, Education and ReliefDRR interventions.
7. Ensure that project monitoring frameworks are practical, field-realistic, donor-compliant and aligned with the implementation capacity of field teams and partners.
8. Participate in project start-up meetings, planning workshops, orientation sessions and periodic project review meetings to ensure that MEAL requirements are understood and incorporated from the beginning.

B. Monitoring of Project Implementation
The MEAL Officer shall:
1. Conduct regular field monitoring visits to verify the quality, relevance, timeliness and effectiveness of project activities.
2. Verify that project activities are implemented in accordance with:
o Approved work plans;
o Donor requirements;
o Organizational policies;
o Government permissions and local coordination protocols;
o Approved beneficiary selection criteria;
o Project technical standards;
o Safeguarding and accountability standards.
3. Conduct spot checks, random verification visits, data validation visits, distribution monitoring, post-distribution monitoring, school monitoring, health facility monitoring, training monitoring and community-level activity monitoring.
4. Verify outputs and outcomes against agreed indicators and targets.
5. Identify gaps, delays, deviations, risks and implementation challenges and share timely recommendations for corrective action.
6. Develop monitoring checklists suitable for Health, Education and ReliefDRR interventions.
7. Support verification of beneficiary lists, attendance sheets, distribution records, training records, referral records, service delivery logs and community feedback records.
8. Conduct debriefing sessions with project teams after field visits and follow up on agreed action points.
9. Maintain a monitoring action tracker to ensure that field observations are addressed by responsible teams.
10. Ensure that monitoring findings are used for project improvement, adaptive management and future planning.

C. Health Programme MEAL Responsibilities
For Health, Nutrition, MNCH, public health, primary health care, community health, health resilience and emergency health interventions, the MEAL Officer shall:
1. Track health project indicators, outputs, outcomes and beneficiary reach.
2. Monitor health awareness sessions, nutrition screening, referrals, health facility-based services, outreach activities, SBCC sessions, community health mobilization and service delivery quality.
3. Support data collection and validation for:
o Maternal and child health;
o Nutrition;
o Immunization;
o Community health;
o Health facility support;
o Disease prevention;
o Emergency health response;
o Health resilience activities.
4. Coordinate with project teams and relevant health facility staff for accurate and timely data collection.
5. Verify health-related beneficiary data, referral records, attendance sheets, service utilization records, training records and programme monitoring reports.
6. Ensure confidentiality and protection of sensitive health and beneficiary data.
7. Support post-service feedback collection and beneficiary satisfaction surveys.
8. Identify quality gaps in health activities and recommend corrective measures.
9. Support donor and government monitoring visits related to health projects.

D. Education Programme MEAL Responsibilities
For Education, EiE, school improvement, learning access, enrolment, retention, teacher development, school repairs, green skilling and education early response interventions, the MEAL Officer shall:
1. Track education project indicators related to enrolment, attendance, retention, learning support, teacher training, school-level improvements, community engagement and education response activities.
2. Support baseline, midline, endline, school assessments, learning assessments and education-related monitoring exercises.
3. Monitor:
o School-based activities;
o Community awareness sessions;
o Education campaigns;
o Teacher trainings;
o School Management Committee or Parent Teacher Council engagement;
o School repair or learning space activities;
o Education in Emergencies activities.
4. Support gender-sensitive and inclusive data collection, particularly for girls, out-of-school children, children with disabilities and marginalized groups.
5. Generate field-level evidence on education barriers and recommend improvements.
6. Document education success stories, lessons learned and case studies.
7. Coordinate with field teams and relevant education stakeholders for monitoring visits and data validation.

E. Relief, Emergency Response and DRR MEAL Responsibilities
For Relief, Emergency Response, Disaster Risk Reduction, recovery, resilience and seasonal humanitarian interventions, the MEAL Officer shall:
1. Support rapid needs assessments, vulnerability assessments, baseline assessments, damage assessments, post-distribution monitoring and emergency response monitoring.
2. Monitor emergency relief activities including distributions, cash or voucher assistance where applicable, non-food items, shelter support, WASH-related relief, emergency education kits, health-related emergency assistance and DRR preparedness activities.
3. Verify beneficiary selection criteria, vulnerability scoring, distribution records, receipt documentation, community verification and complaint records.
4. Conduct post-distribution monitoring to assess whether assistance reached intended beneficiaries and whether assistance was appropriate, safe, timely and accountable.
5. Track DRR outcomes related to community preparedness, risk awareness, disaster management committees, early warning, evacuation planning, contingency planning, school safety and community resilience.
6. Support monitoring of community-based DRR plans, hazard mapping, risk mapping and preparedness trainings.
7. Ensure that field monitoring captures protection, inclusion, safeguarding, gender, disability and accountability considerations.
8. Support emergency response debriefs, after-action reviews and lessons learned exercises.
9. Maintain updated evidence and documentation for donor audits, internal reviews, emergency response reports and government coordination requirements.

F. Data Collection, Data Quality and Information Management
The MEAL Officer shall:
1. Design, test and implement quantitative and qualitative data collection tools including:
o Questionnaires;
o Checklists;
o Survey tools;
o Focus group discussion guides;
o Key informant interview guides;
o Observation forms;
o Verification forms;
o Post-distribution monitoring forms;
o Beneficiary satisfaction forms.
2. Collect, clean, validate, analyze and report project data in accordance with approved methodologies.
3. Maintain updated project databases and ensure data accuracy, completeness, consistency and confidentiality.
4. Ensure digital data collection tools such as KoBo, ODK, SurveyCTO, Excel or other approved platforms are used appropriately.
5. Conduct data quality checks and data validation exercises.
6. Identify data gaps, inconsistencies, duplication, missing records or reporting errors and coordinate corrective actions.
7. Maintain complete soft and hard records of all MEAL data and evidence.
8. Ensure beneficiary data is stored securely and accessed only by authorized staff.
9. Promote ethical data collection practices including informed consent, confidentiality, do-no-harm and protection of vulnerable respondents.
10. Support data visualization, dashboards and analytical summaries for management decision-making.

G. Evaluation, Surveys and Assessments
The MEAL Officer shall:
1. Support baseline, midline, endline, KAP surveys, outcome monitoring, rapid assessments, post-distribution monitoring, beneficiary satisfaction surveys and external evaluations.
2. Assist in drafting Terms of Reference, survey methodologies, sampling approaches, data collection plans and field movement plans for assessments and evaluations.
3. Train and orient enumerators, field staff and partner staff on assessment tools, ethical data collection and data quality standards.
4. Supervise field data collection exercises where required.
5. Support analysis of survey and evaluation findings.
6. Prepare assessment and evaluation reports with actionable recommendations.
7. Ensure that evaluation findings inform project redesign, adaptive management, future proposals and organizational learning.
8. Coordinate with external consultants, donors, government authorities and partners where evaluations or assessments involve external stakeholders.

H. Accountability to Affected Populations and Complaint Feedback Mechanism
The MEAL Officer shall:
1. Support the implementation and management of the Complaint and Feedback Mechanism at field level.
2. Ensure that beneficiaries and communities are informed about:
o Project objectives;
o Selection criteria;
o Entitlements;
o Service standards;
o Complaint channels;
o Feedback procedures;
o Confidentiality protections.
3. Receive, record, categorize, refer and follow up complaints and feedback in accordance with organizational protocols.
4. Maintain updated CFM registers and complaint tracking databases.
5. Ensure sensitive complaints, safeguarding concerns, fraud allegations, protection concerns and misconduct reports are escalated immediately through approved channels.
6. Monitor trends in complaints and feedback and share analysis with project and management teams.
7. Ensure timely closure of complaints and documentation of actions taken.
8. Conduct community feedback sessions and beneficiary satisfaction surveys.
9. Promote transparency, participation, dignity, confidentiality and accountability in all project activities.
10. Ensure that complaints and feedback are used to improve project quality and reduce risks.

I. Compliance, Safeguarding and Internal Controls
The MEAL Officer shall:
1. Ensure that monitoring activities verify compliance with:
o Organizational policies;
o Donor requirements;
o Approved project documents;
o Government requirements;
o Partner agreements;
o Procurement, finance and HR procedures where relevant to project implementation;
o Safeguarding and PSEA standards;
o Data protection requirements.
2. Conduct compliance-oriented spot checks during project activities, distributions, trainings, beneficiary selection and partner implementation.
3. Support verification of documentation for audit readiness, including beneficiary records, attendance sheets, distribution lists, photos, GPS records where applicable, visit reports, complaint records and monitoring checklists.
4. Report suspected fraud, diversion, manipulation of beneficiary lists, conflict of interest, safeguarding concerns, data misuse, false reporting or other misconduct immediately through approved channels.
5. Ensure that MEAL activities are not used to expose beneficiaries, children, women, vulnerable groups or staff to harm.
6. Maintain confidentiality of complaints, beneficiary data and sensitive findings.
7. Promote a culture of transparency, accountability, ethical conduct and zero tolerance for exploitation, abuse, harassment, fraud and corruption.
8. Ensure that project monitoring respects local culture, community norms, gender-sensitive access requirements and field security protocols.
9. Support internal and external audits by providing verified data, reports, MoVs and monitoring evidence.
J. Government Coordination and Field Office Realities Pakistan Context
The MEAL Officer shall:
1. Support field teams in maintaining effective coordination with relevant government departments and local authorities for monitoring, verification, field visits and data validation.
2. Coordinate with local government stakeholders where required, including:
o District Administration;
o Health Department;
o Education Department;
o Social Welfare Department;
o PDMA/DDMA;
o Local Government bodies;
o BISP / IRMNCH / LHW Programme or similar relevant structures where applicable;
o School and facility management bodies.
3. Facilitate government, donor, HQ and Country Office monitoring visits by ensuring availability of field evidence, visit plans and relevant documentation.
4. Ensure that monitoring visits are planned with due consideration to local permissions, access constraints, weather conditions, security risks, gender-sensitive access, community acceptance and travel protocols.
5. Support district-level coordination meetings by providing verified data, field observations and progress updates where required.
6. Ensure monitoring findings are presented professionally and factually to internal and external stakeholders.
7. Maintain respectful working relationships with field teams, government officials, community representatives, partners and beneficiaries.
8. Monitor risks linked to field realities such as remote locations, road access, political sensitivities, community conflicts, security constraints, floods, droughts, heatwaves and other hazards.
9. Ensure that data collection and monitoring approaches are adapted to context while maintaining donor and organizational standards.
10. Escalate operational constraints affecting data quality, project accountability or beneficiary safety to the Project Manager and MEAL Coordinator.
K. Reporting, Documentation and Learning
The MEAL Officer shall prepare and support the preparation of:
1. Weekly MEAL reports.
2. Monthly monitoring reports.
3. Field visit reports.
4. Spot check reports.
5. Data quality assessment reports.
6. Post-distribution monitoring reports.
7. Baseline, midline and endline reports.
8. Beneficiary feedback and CFM reports.
9. Indicator Tracking Sheets.
10. Donor progress reports.
11. Internal management reports.
12. Human interest stories.
13. Case studies.
14. Lessons learned notes.
15. Project completion and learning reports.
The MEAL Officer shall:
1. Ensure reports are accurate, evidence-based, timely, analytical and aligned with donor and organizational templates.
2. Compile monitoring findings and make practical recommendations.
3. Document good practices, challenges, corrective actions and learning points.
4. Maintain complete hard and soft MEAL files.
5. Support monthly, quarterly, annual and final project reporting.
6. Provide evidence and analysis for donor reports, management updates, proposal development and project reviews.
7. Ensure that learning from Health, Education and ReliefDRR projects informs future project design.
8. Maintain updated evidence files for internal review, donor verification and audit purposes.

L. Project Quality Assurance and Adaptive Management
The MEAL Officer shall:
1. Support project teams in reviewing activity quality, progress against indicators and alignment with project objectives.
2. Identify implementation gaps and recommend corrective actions.
3. Facilitate evidence-based review meetings with project teams and field offices.
4. Support the Project Manager in reviewing physical and financial progress against implementation plans.
5. Ensure that monitoring findings are translated into action plans.
6. Follow up on previous monitoring recommendations.
7. Document recurring challenges and systemic gaps.
8. Promote adaptive management based on findings, feedback, complaints and field evidence.
9. Support programme quality improvement across Health, Education and ReliefDRR interventions.

Job Requirements:
Bachelor's Degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies Sciences or any other relevant discipline.

Professional certification are desirable e.g.
MEAL DPro / Monitoring, Evaluation, Accountability and Learning certification.
Project DPro or PMD Pro.
Data Quality Assessment training.
KoBo / ODK / SurveyCTO training.
SPSS / Power BI / Excel data analysis certification.

Minimum 3 years of professional experience in Monitoring, Evaluation, Accountability and Learning in humanitarian, development or donor-funded projects.
Proven experience in developing and using monitoring tools, data collection forms, surveys, checklists and reporting formats.
Experience conducting field monitoring, data validation, beneficiary verification, baseline/endline surveys, post-distribution monitoring and analytical reporting.
Experience working with Health, Education, Relief, Emergency Response or DRR projects.
Experience working with INGOs, UN agencies, donor-funded programmes, implementing partners or humanitarian organizations is strongly preferred.
Experience in Pakistan field-office settings, remote areas, multi-stakeholder projects and government coordination is desirable.
