The Senior Procurement Officer is responsible for leading and managing all procurement functions for the Country Office and its remotely managed field operations. The position ensures timely, cost-effective, transparent, and compliant acquisition of goods, works, and services in accordance with organizational policies, donor regulations, and delegated authorities.
The role serves as a critical control point for fraud prevention and risk mitigation by strengthening procurement systems, ensuring segregation of duties, supporting operational continuity, and promoting ethical procurement practices in complex and remote operating environments.

Responsibilities

A. Procurement Planning and Strategic Support (15%)

  • Lead the development and consolidation of annual and project procurement plans.
  • Review procurement requests and ensure alignment with approved budgets and work plans.
  • Advise programme and operational teams on procurement strategies and realistic lead times.
  • Monitor procurement pipelines and identify bottlenecks affecting project implementation.
  • Conduct periodic market assessments and supplier mapping exercises.
  • Develop contingency procurement strategies for emergency responses and supply disruptions.

 

B. Procurement Operations and Tender Management (25%)

  • Manage end-to-end procurement processes for goods, works, and services.
  • Prepare and review RFQs, ITBs, RFPs, and tender documents.
  • Ensure technical specifications are complete and fit for purpose.
  • Coordinate bid openings and maintain transparency throughout the process.
  • Facilitate technical and financial evaluations.
  • Prepare comparative bid analyses and procurement recommendations.
  • Ensure approvals are obtained in accordance with delegated authority thresholds.
  • Draft and issue purchase orders and procurement contracts.
  • Monitor procurement cycle times and recommend improvements.

 

C. Compliance and Donor Stewardship (15%)

  • Ensure compliance with organizational procurement policies and procedures.
  • Verify adherence to donor-specific procurement requirements.
  • Review procurement documentation for completeness and audit readiness.
  • Monitor procurement threshold compliance.
  • Ensure procurement waivers and exceptions are properly justified and approved.
  • Support donor reviews, external audits, and internal assessments.

 

D. Supplier Due Diligence and Vendor Management (10%)

  • Establish and maintain an approved supplier database.
  • Conduct supplier prequalification and due diligence assessments.
  • Verify supplier legal registration and required documentation.
  • Conduct sanctions and restricted party screening where applicable.
  • Monitor supplier performance and address non-performance issues.
  • Promote supplier diversity and fair competition.

 

E. Fraud Prevention and Integrity Management (10%)

  • Identify and escalate indicators of fraud, corruption, collusion, bid-rigging, and conflicts of interest.
  • Monitor procurement splitting and unusual purchasing patterns.
  • Ensure conflict-of-interest declarations are completed by relevant personnel.
  • Promote ethical procurement practices across the organization.
  • Participate in investigations relating to procurement irregularities.
  • Recommend corrective and preventive actions.

 

F. Remote Monitoring and Verification (10%)

  • Establish controls for remotely managed procurement activities.
  • Verify deliveries through independent documentation and evidence.
  • Review receiving reports, delivery notes, photographs, and geotagged records where applicable.
  • Coordinate third-party verification activities when required.
  • Conduct remote spot checks of procurement transactions.
  • Escalate discrepancies and unresolved concerns.

 

G. Contract Administration (5%)

  • Monitor contract implementation and supplier performance.
  • Track delivery schedules and contract milestones.
  • Process contract amendments and extensions.
  • Ensure contract close-out procedures are completed.
  • Maintain contract registers.

 

H. Reporting and Management Information (5%)

  • Produce regular procurement status reports for management.
  • Maintain procurement trackers and dashboards.
  • Report procurement cycle performance indicators.
  • Highlight high-risk procurements and implementation constraints.
  • Provide procurement analysis to support decision-making.

 

I. Capacity Building and Team Leadership (5%)

  • Supervise and mentor procurement staff.
  • Build procurement capacity among programme and operations personnel.
  • Deliver orientation on procurement procedures and ethics.
  • Promote a culture of accountability and continuous improvement.
  • Support succession planning within the procurement function.

 

Job Requirements:

Education:

•           Essential: Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Logistics, Commerce, Finance, Engineering, or related field.

•           Desirable: Master's degree in a relevant discipline.

Desirable:

Professional certification in one of or more of the below:

•           CIPS – Chartered Institute of Procurement and Supply qualification (United Kingdom)

•           MCIPS – Member of the Chartered Institute of Procurement and Supply,

•           CPSM – Certified Professional in Supply Management

•           Or an equivalent internationally recognized professional certification in procurement, purchasing, logistics, or supply chain management.

 

Experience:

Essential:

•           Minimum 7 years of progressively responsible procurement experience.

•           At least 3 years in a senior procurement role within an INGO, UN agency, or international organization.

•           Demonstrated experience managing procurement in remote or insecure environments.

•           Experience handling procurement funded by institutional donors.

Desirable:

•           Experience supporting emergency responses.

•           Experience supervising procurement teams across multiple locations.
