The Quality Assurance Officer (QAO) will play a critical role in ensuring the quality, compliance, and effective implementation of programme activities at Facilitation Centres (FCs). This position involves conducting regular field monitoring visits, Data Quality Assessments (DQAs), and compliance reviews to identify gaps and recommend corrective actions. The QAO will provide technical guidance and on-the-job support to FC teams, working closely with programme stakeholders to strengthen data integrity, documentation, and reporting. The role also contributes to capacity building, lessons learned, and continuous improvement of programme delivery.

Key Responsibilities

Quality Assurance and Field Monitoring: Conduct routine visits to Facilitation Centres to assess programme implementation against approved SOPs, protocols, and quality standards. Perform Data Quality Assessments to verify data accuracy, completeness, and timeliness. Identify operational challenges and compliance issues, prepare monitoring reports, and ensure timely follow-up on corrective actions. Provide technical support to improve service delivery and adherence to programme guidelines.

BNP Programme Compliance: Oversee the implementation of the Benazir Nashonuma Programme (BNP) ensuring adherence to protocols and operational requirements. Monitor compliance with SAM and MAM management protocols and nutrition programme guidelines. Review beneficiary processes, documentation, referrals, and case management. Support the management of BISP App operations and resolution of dirty-code cases. Facilitate effective use of the Case Management System and Community Feedback Mechanism.

Data, Reporting and Documentation: Assist in developing monitoring frameworks and performance indicators. Support data collection, verification, analysis, and reporting activities. Identify data inconsistencies and trends requiring management attention. Coordinate with the Data and Reporting Officer to ensure accurate and timely reporting. Maintain programme records on approved systems and document lessons learned and best practices.

Capacity Building and Technical Support: Provide on-the-job coaching and training to FC and programme staff on quality standards, compliance, and data quality. Identify capacity gaps and recommend training interventions. Mentor field teams to enhance programme implementation and promote a culture of quality, accountability, and continuous improvement.

Coordination and Learning: Collaborate with Divisional Coordinators, Provincial Manager, MEAL Manager, and other stakeholders. Participate in coordination meetings, workshops, and reviews. Document and share lessons learned and good practices. Support management in identifying systemic issues and practical solutions for programme enhancement.

Safeguarding and PSEA: Uphold ACT International’s safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and code of conduct policies. Maintain awareness of PSEA principles during fieldwork and beneficiary interactions. Report any safeguarding concerns through established channels.

Required Qualifications

Master’s degree in Nutrition, Public Health, Health Sciences, Social Sciences, or a related field. A minimum of three years’ relevant experience in nutrition, public health, community-based programmes, humanitarian or development settings, or quality assurance/MEAL roles. Proven experience in field monitoring, quality assurance, data verification, compliance monitoring, and programme reporting. Familiarity with nutrition programmes, especially SAM/MAM management or community nutrition, is preferred. Proficiency in MS Excel and other data management tools. Strong understanding of monitoring, evaluation, accountability, learning, and data quality principles. Excellent report-writing, analytical, organizational, and problem-solving abilities. Effective communication, coordination, mentoring, and capacity-building skills. Ability to work independently and collaboratively under pressure with attention to detail. Knowledge of PSEA, safeguarding, accountability, and protection principles. Willingness to undertake frequent field travel.
