Responsible to: Country Director (Pakistan) and, via Matrix Management, Regional Programme Manager (South Asia) based in HQ.

Purpose of the Post: The Head of Programmes’ (HoP) is responsible for the development, implementation, management, monitoring, evaluation and reporting of all MA Pakistan country programmes and for ensuring these respond to current development and humanitarian trends. The HoP is required to spend 50% of their time in the field leading, assisting and providing feedback to the project and programme officers and managers. 

 

Main Responsibilities 

 

1. Development, implementation and management of all programmes 

1.1 Oversee the implementation of all MA programmes in Pakistan, providing intellectual vision and strategic direction to ensure all programmes are in line with MA strategic priorities.  

1.2 Ensure the delivery of MA Pakistan’s country programme with demonstrable impact and ensure that programmes meet overall quality and learning standards. 

1.3 With the assistance of project managers, assist in the compilation of the Annual Report, and work-plan budget(s).  

1.4 Prepare and/or review draft proposals, reports, and other outputs to ensure quality and accuracy with respect to content, and confidentiality of sensitive information.  

1.5 Review and lead in the production of high quality reports and ensure their accuracy and timely submission to donors, HQ and other relevant stakeholders, in addition to ensuring confidentiality of sensitive information.  

1.6 Conduct programme analysis, draw conclusions and make recommendations involving a range of inputs to enhance programme delivery. 

1.7 Make key decisions in relation to programme implementation, and offer and discuss solutions to problems that arise throughout the programme cycle. 

1.8 Manage and monitor all programme components – training, technical assistance, grant-management, compliance, etc. – to ensure programmes are meeting their proposed aims and objectives on time and within budget, with high quality outputs for beneficiaries, and satisfaction for donors and other stakeholders. 

1.9 Lead the programmes team in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with MA strategic and thematic objectives. 

1.10 Ensure programmes comply with all policies and procedures, as well as legal and regulatory requirements. 

 

 

2. Maintain and build donor and partner relations, and fundraise 

 

2.1 Work closely with the CD to diversify funding sources for ongoing activities and new programmes through developing existing or new relationships with donors and other key partners.  

2.2 Engage in active fundraising for programmes in key focus areas, and develop and implement a resource mobilisation and outreach strategy for the organisation, concentrating in particular on institutional donor funding. 

2.3 Oversee the partner portfolio, with specific reference to the identification of both implementing and strategic partners, and building and maintaining these relationships. 

2.4 Develop, facilitate and maintain links with civil society (including nonimplementing partners), the private sector, academic/knowledge institutions and governments, that can be used to enhance MA’s work, and identify key partners to collaborate with on the delivery of programmes. 

2.5 Ensure excellent accountability and service delivery to beneficiaries, incorporating feedback and complaint mechanisms, and high levels of community participation in project designs, implementation and evaluation. 

 

3. Supervise and coach project managers/officers/staff 

3.1 Directly supervise and lead the programme team in various programmatic areas – livelihoods, microfinance, health, education, emergency response, etc. Facilitate project and programme officers in planning and ensuring that deliverables are met in accordance with proposals, plans, budgets and donor regulations. 

3.2 With support from Human Resources Manager, manage the life cycle of individuals within the programmes team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others. 

3.3 Identify and address capacity gaps, and provide ongoing support to programme staff, ensuring team members have access to staff development opportunities.  

3.4 Identify and ensure support for staff capacity building and training where it is needed, and in cooperation with senior management, help to develop and implement staff capacity building plans. 

3.5 Maintain constructive, purposeful, trust-based and sincere relations with all colleagues. 

3.6 Motivate the programme team and ensure they have clear SMART annual objectives that are derived from organisational objectives.  

 

4. Representation 

4.1 Contribute to the creation and maintenance of a positive image and the overall credibility of MA Pakistan.  

4.2 Support the representation of MA Pakistan at key events and in key forums, participating in inter-NGO coordination meetings, cluster meetings, meetings with government departments at national and provincial levels, and any other relevant institutions. 

4.3 Liaise with officials in government, donors, UN agencies, NGOs, and the media, in order to maintain a close and positive working relationship between MA and these institutions, and ensure the visibility of MA’s work.  

4.4 In the absence of the CD, assume the role of Acting Country Director. 

 

5. Other 

5.1 Participate in all meetings, committees, forums, projects and assignments as required. 

5.2 Maintain and store all records in line with MA document management and IT policies. 

5.3 Comply with all policies, procedures, legal and regulatory requirements.

5.5 Any other duties commensurate with the accountabilities of the post.
