Aiming Change for Tomorrow (ACT) International, in partnership with UNICEF Punjab and in coordination with BISP/Benazir Nashonuma Programme (BNP), the Punjab Department of Health, Lady Health Worker Programme, and relevant district stakeholders, is implementing BNP 3.0 across ten districts of Punjab. This programme focuses on improving maternal, child, and adolescent nutrition while strengthening gender-responsive nutrition and social protection systems among BISP beneficiary households. Activities will be delivered through existing BNP Facilitation Centres, Support Centres, and community structures. The initiative emphasizes Social and Behaviour Change (SBC), Early Childhood Development (ECD), parenting, nurturing care, community engagement, counselling, referrals, follow-up, youth involvement, and capacity development. Staff will work closely with communities and stakeholders to promote awareness, mobilization, referrals, and beneficiary engagement, adhering strictly to ACT, UNICEF, BISP/BNP, and Government of Punjab policies, including gender equality, disability inclusion, safeguarding, child protection, confidentiality, and accountability. All roles are non-clinical, with no diagnosis or treatment provided.

Key Responsibilities

- Develop regional workplans, activity schedules, supervision plans, and field deployment arrangements to ensure effective programme delivery.
- Coordinate the implementation of BNP 3.0 activities across assigned districts, Facilitation Centres, and community catchment areas.
- Supervise and provide technical and performance support to Senior NDF Officers and NDF Officers.
- Conduct regular field visits, coaching sessions, and supportive supervision to maintain high-quality programme standards.
- Monitor staff performance, attendance, deployment, activity records, and achievement against targets.
- Ensure accurate delivery of SBC, maternal nutrition, MIYCN, ECD, parenting, and nurturing-care messages.
- Support referral and follow-up mechanisms for nutrition-related risks, developmental concerns, and other vulnerabilities.
- Facilitate the establishment and functioning of Mother Support Groups and Father Support Groups.
- Oversee community sessions, household engagement, group counselling, cooking demonstrations, and other outreach activities.
- Coordinate community campaigns, mobile information activities, interactive theatre, and other engagement platforms.
- Promote meaningful participation of fathers, mothers-in-law, grandmothers, youth, and other household and community influencers.
- Maintain effective coordination with BISP/BNP officials, government departments, health workers, FC/SC staff, and other stakeholders.
- Collaborate with MEAL teams on monitoring, data quality assessments, beneficiary verification, and programme reviews.
- Review field data and records for completeness, accuracy, consistency, and timely reporting.
- Prepare regional progress reports, field-visit reports, activity updates, and management inputs.
- Document achievements, challenges, risks, community feedback, lessons learned, and good practices.
- Ensure programme activities are gender-responsive, inclusive, and accessible to women, adolescents, persons with disabilities, and underserved groups.
- Enforce compliance with safeguarding, PSEA, child protection, confidentiality, and accountability policies.
- Inform beneficiaries about feedback and complaints mechanisms and promptly report safeguarding or protection concerns through established procedures.

Required Qualifications

- Master’s degree in Social Sciences, Nutrition, Public Health, Social and Behaviour Change, Development Studies, or a related field.
- 5–7 years of relevant professional experience in SBC, nutrition, health, social protection, or development programmes.
- Proven experience in supervising field teams and coordinating activities across multiple districts or locations.
- Experience working with government departments, frontline workers, community structures, and local stakeholders.
- Demonstrated skills in planning, monitoring, and reporting on community-based interventions.

Preferred Qualifications and Additional Skills

- Experience with donor-funded development or humanitarian programmes is advantageous.
- Additional training or experience in SBC, nutrition, ECD, community mobilization, or programme management is a plus.
- Strong field coordination, planning, and team supervision skills.
- Good understanding of SBC, nutrition, MIYCN, ECD, parenting, and referral approaches.
- Excellent communication, facilitation, stakeholder engagement, and problem-solving abilities.
- Proficiency in data review, reporting, and documentation.
- Commitment to gender equality, safeguarding, inclusion, and accountability.
- Willingness and ability to undertake frequent field travel within the assigned region.
