Conflict, drought, floods and earthquakes plague Pakistan. Relief International entered the country in 2005 after a devastating earthquake where we were among the first organizations to respond. Our emergency response work continues today, although our presence has been working with local communities to deliver critical expertise in pressing issues such as agriculture and disease control. RI has become the global leader in the prevention of zoonotic diseases — diseases transmitted from animals to humans through our work in Pakistan and other countries. Relief International is scaling up our engagement and anticipating significant program growth in the coming years to continue this groundbreaking work.

Position Summary:     The HR Officer is an integral member of the country senior management   team has the overall responsibility for the management and support of all human resource activities for the Country Office and its programming. For the initial 3-6 months the Human Resource Officer would support RI in re-opening the country presence in Pakistan including participating to the development of the HR strategy, recruitment and onboarding, compensation and benefits, employee relations and training. The HR Officer reports directly to the Country Director and is responsible for ensuring the day to day HR functions are performed in accordance with RI policies and procedures and HR best practice and to provide direct advice and guidance to Program Officers and staff on HR policies and procedures.

ESSENTIAL RESPONSIBILITIES AND DUTIES

HR Strategy

·         Roll out HR policies, employment policies and procedures and ensure they are in compliance to RI’s standards and evolving national laborlaws.

·         Ensure the consistent implementation of HR and administration policies and procedures across the country program.

·         Participate in all SMT meetings and advise on HR policies and procedures based on RI policies and Pakistan Labor code regulations.

·         Develop internal communication strategies and processes to keep projects, programs and/or departments informed on the critical HR issues, policies and procedures.

·         Ensure that RI Employee Handbook is up to date and that all policies are in compliance with Pakistan labor code.

·         Keep the Country Director informed of all major human resources problem areas, developments and activities.

Recruitment

·         In collaboration with the Country Director, assist in the development of staffing and recruitment plan to ensure that each team is staffed appropriately, according to need and funding availability, in an efficient and timely manner.

·         Ensure staff hiring is conducted efficiently and in compliance with RI’s policies and national labor laws.

·         Ensure a transparent, timely and efficient recruitmentprocess.

·         In consultation with the Country Director determine salaries for selected candidates and prepare employmentdocumentation

·         Manage staff contracts &TORs and monitor assignment endings and availability of existing staff for upcoming projects.

·         Ensure both national and international staff receive orientation during the first week with RI.

·         Ensure all the personnel files are complete with all the required documentation. Supervise the collection, check, archive and update of all personnel files / documents starting from the recruitment (staff requisition form, CV, tests, hiring letter, transfer letters, appraisal form, etc.) and maintain a confidential filling system for all personnel files. Maintain up-to-date organization charts

 

Compensation and benefits

 

·         Ensure the timely and efficient payroll preparation for accurate data on donor code, number of days, benefits.

·         Ensure the proper and accurate tracking of personnel leaves.

·         Support with salary scale assessments on an annual basis to ensure RI’s salary package is fair, consistent, and competitive.

  Employee Relations

·         Ensure the timely processing of new contracts, contract extensions, staff transfers, promotions and other change of status.

·         Manage processes related to disciplinary actions, staff separation, and termination.

·         Respond to employee related queries and provide services to all HR related inquiries and requests.

·         Keep Personnel Manual updated and constantly communicate it, along with other HR policies tostaff.

·         Make sure that employees’ files are auditable at all times as per RI standards and any relevant donors’ requirements.

·         Ensure proper archiving of staff documents.  Approve employment certificates for RI staff in Pakistan.

·         Manage all documentation related to terminations and layoffs.

·         Ensure all promotion and salary changes are according to RI policy on salary adjustments.

·         Act as incident reporting focal point and support investigations.

·         On a timely manner, ensure that staff receive their reviews and that the process is done in a high quality manner

Training

·         Lead regular training and refresher sessions for staff in RI policies and procedures. Ensure essential policies (harassment, code of conduct, conflict of interest, child protection, etc.) are read, understood, signed by staff and filed as appropriate.

·         Ensure that staff training assessment is linked to Performance Development as per Performance Review process.

  • Support and help promote the nomination of staff to the LLDP,
  • Manage Learning Management System (LMS) administration at country level
  • Encourage Managers and Directors to provide “Power Hour” training to their staff. 
  • On monthly basis, record any courses taken outside the LMS in staff members’ external training records

QUALIFICATIONS & REQUIREMENTS

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

·         Educated to degree level, with professional qualification inHR.

·         3-5 years continuous practice in a similar position.

·         Experience of developing and implementing HR policies, procedures andsystems.

·         The candidate needs to have strong knowledge of local laborlaws

·         Direct experience of organizing large scalerecruitment.

·         INGO experience is stronglypreferred.

·         Ability to prioritize and deal with competingdemands.

·         Previous experience of staff supervision and capacitybuilding.

·         Fluent spoken and written Urdu andEnglish.

·         Excellent organizational, interpersonal and communicationskills.

·         A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multiculturalteam.
