Request for Proposal (RFP) | Mobile Cellular Services

Jhpiego Corporation, a U.S.-based international non-governmental organization registered in Pakistan under an agreement with the Government of Pakistan, is seeking to establish a corporate partnership with a reputable cellular network provider. The goal is to secure a comprehensive corporate package for approximately 30 staff members across Pakistan, focusing on voice services with an estimated commitment of 100,000 PKR monthly, plus usage charges. This partnership aims to enhance operational efficiency, streamline service agreements, and achieve cost savings while maintaining high-quality connectivity for Jhpiego’s teams.

Key Responsibilities

- Provide detailed corporate package rates for GSM/Voice services, including line rent, on-net and off-net minutes, data allowances, SMS, and monthly charges.
- Offer pricing and tax details for 4G/5G data devices and associated data packages.
- Present options for a 5G data device with corresponding data plans.
- Include information on any discounts, incentives, or value-added benefits such as waiver of security deposits available to corporate customers.
- Provide flexibility and customization options in service packages to meet Jhpiego’s specific operational needs.
- Submit proposals on company letterhead, duly signed and stamped, in a sealed envelope along with any supporting documents.
- Ensure proposals comply with submission guidelines and deadlines for evaluation based on cost-effectiveness, coverage, and service quality.

Required Qualifications

- Proven experience as a leading cellular network provider with a track record of reliable service delivery.
- Ability to offer comprehensive corporate packages tailored to organizational needs.
- Capacity to support nationwide coverage across Pakistan for approximately 30 users.
- Transparent pricing structure including taxes and monthly usage fees.
- Willingness to provide detailed documentation and formal proposals in line with Jhpiego’s procurement process.
- Commitment to proposal validity for a minimum of 30 days from submission.

Proposals must be submitted by the deadline of 20th October 2026 to the Procurement Department at Jhpiego Corporation’s Islamabad office. Email submissions will not be accepted.
