Risk Officer - NOB - Islamabad

The World Food Programme (WFP), the largest humanitarian organization globally, is seeking a Risk Officer for its Islamabad, Pakistan office on a fixed-term contract of 12 months, with the possibility of extension. This role is crucial in strengthening the Country Office’s risk management, assurance, and governance functions. The Risk Officer will support management in overseeing operational, fiduciary, compliance, and fraud risks, embedding risk-informed decision-making, maintaining the risk register, and ensuring follow-up on mitigation measures. The position involves close collaboration with functional units, Provincial Offices, and WFP regional and headquarters teams to identify emerging risks, support audits, and uphold governance and accountability frameworks. Key Responsibilities

- Contribute to integrating risk management into planning and decision-making processes across the Country Office and Provincial Offices, including maintaining the risk register and monitoring mitigation actions.
- Support management and functional units in conducting regular and ad hoc risk and control assessments, evaluating risks, internal controls, and developing mitigation strategies.
- Analyze and consolidate risk, incident, and oversight data to identify trends and emerging issues, facilitating timely escalation to management.
- Assist in management accountability and assurance processes, including preparing risk reports and coordinating inputs for the annual Executive Director’s Assurance Exercise.
- Support preparedness for internal and external audits, evaluations, and assurance exercises by coordinating documentation, briefings, and follow-up on recommendations.
- Maintain oversight and management action tracking systems to ensure timely closure of audit and assurance findings.
- Implement WFP’s Anti-Fraud and Anti-Corruption (AFAC) framework by conducting fraud risk assessments, raising awareness, and supporting investigations.
- Develop and deliver training and awareness activities on risk management, internal controls, assurance, and AFAC for Country and Provincial Office staff and partners.
- Oversee centralized governance arrangements, including committee documentation and standard operating procedures.
- Review significant operational or programmatic arrangements from a risk and assurance perspective, identifying control gaps and recommending mitigation.
- Provide advice to management on emerging risks and assurance issues, preparing concise analyses and management information.
- Support corporate risk management processes such as Business Continuity Management and Organizational Conflicts of Interest as focal point when assigned.
- Perform other related duties within the scope of expertise.

Required Qualifications

- Advanced university degree in Business/Public Administration, Finance, Economics, Law, International Development, Risk Management, Audit, Political/Social Sciences, or a related field; or a first university degree with two additional years of relevant professional experience or training.
- Minimum of three years of postgraduate professional experience in risk management, internal controls, audit/assurance, compliance, or related areas, preferably within humanitarian or development contexts.
- Experience supporting organizational risk assessments, internal control reviews, audit processes, and tracking management actions.
- Proven ability to analyze qualitative and quantitative data and prepare concise risk and assurance reports.
- Strong understanding of risk management, internal control, governance, and assurance principles.
- Excellent drafting, communication, coordination, and facilitation skills, with the ability to work across functions and engage management effectively.
- Ability to manage multiple follow-up processes and maintain accurate tracking systems.
- High discretion and sound judgment in handling sensitive or confidential information.
- Fluency in English (Level C) and proficiency in the duty station’s language, if different.

Preferred Qualifications and Benefits
