To ensure that the organization and project teams fully adhere to donor contractual requirements, internal policies, and the laws and regulations of Pakistan, including labor laws, tax and FBR requirements, corporate compliance, and other statutory obligations. The Compliance & Internal Control Officer will strengthen internal control systems, monitor compliance gaps, and support management in effective risk mitigation.

1. Donor Agreement Compliance

• Review donor contracts, grant agreements, and regulatory requirements to ensure project activities, reporting, procurement, and financial management fully comply with donor rules.

• Conduct periodic compliance checks on documentation, procurement processes, HR files, assets, and financial transactions.

• Support project teams in understanding donor requirements and ensuring evidence-based documentation for audits.

• Monitor adherence to donor reporting schedules, financial deliverables, and contractual conditions.

2. Internal Control Strengthening

• Assess existing internal control systems and recommend improvements for financial, operational, and administrative processes.

• Develop and update compliance checklists, SOPs, and risk mitigation frameworks.

• Ensure segregation of duties and adherence to organizational policies across all departments.

• Conduct surprise checks, field visits, and spot verifications when required.

3. Compliance With Pakistan Laws

• Ensure compliance with relevant laws including:

• Income Tax Ordinance and FBR regulations (withholding taxes, filing requirements, tax deductions, vendor compliance)

• Labor Laws of Pakistan (employment contracts, wages, EOBI, Social Security, working hours, leave entitlement, termination rules, etc.)

• Corporate and regulatory compliance with relevant ministries and authorities (SECP, EOBI, PESSI/SESSI, etc.)

• Maintain updated knowledge of changes in laws affecting NGO operations and convey implications to management.

4. Monitoring, Documentation & Reporting

• Maintain compliance records, checklists, updates, and risk logs.

• Prepare compliance monitoring reports, internal review summaries, and corrective action plans.

• Document non-compliance issues and follow up with departments for timely resolution.

• Support external and internal audits through proper documentation, evidence gathering, and compliance assurances.

5. Capacity Building & Guidance

• Train staff on donor compliance, internal control procedures, tax obligations, and regulatory requirements.

• Provide guidance to procurement, HR, finance, and field teams on compliance matters.

• Support development and revision of organizational policies to align with donors and Pakistan laws.

6. Risk Management

• Identify compliance risks related to procurement, HR, finance, field operations, and reporting.

• Recommend mitigation strategies and follow up on implementation.

• Ensure proper functioning of whistleblowing, complaint handling, and conflict-of-interest procedures.

7. Coordination & Support

• Coordinate with external stakeholders, such as auditors, tax consultants, regulators, and donor counterparts on compliance-related issues.

• Support management in preparing for donor audits, capacity assessments, and compliance reviews.

• Ensure timely compliance certificates, tax challans, returns, and statutory filings.

8. Other Duties

• Support emergencies or urgent compliance matters as assigned.

• Perform any other tasks assigned by the supervisor or senior management.
