The Sindh People Housing for Flood Affectees (SPHF) is undertaking the development of a Climate Resilient Settlement Development Plan for Village Haji Ibrahim, an informal waste-picker community near the Jam Chakro landfill in Karachi. SPHF will lead the project execution, with technical and implementation support from Catholic Relief Services (CRS). The planning process integrates diverse data—ranging from household and spatial to environmental and occupational safety—to create practical, community-acceptable options for in-situ settlement upgrading. The Data Enumerator will play a critical role in collecting accurate and verifiable data using designated digital tools to support spatial analysis, infrastructure planning, climate risk assessments, and the final settlement plan.

Key Responsibilities

- Participate in orientation sessions, questionnaire reviews, safeguarding and occupational health and safety (OHS) briefings, field practice, and pilot testing before starting formal data collection.
- Conduct household, commercial, and other approved surveys using KoboToolbox or an assigned digital platform.
- Clearly explain the survey’s purpose, obtain informed consent, and conduct interviews respectfully, privately, and without influencing respondents.
- Accurately record all required information, including demographics, livelihoods, housing, tenure, services, health, education, hazards, losses, coping strategies, and priorities.
- Capture GPS coordinates, authorized photographs, observations, and other spatial data following established protocols.
- Review each survey form before submission, correcting omissions, inconsistencies, or errors while still in the field whenever possible.
- Adhere strictly to skip logic, coding instructions, respondent selection criteria, daily targets, and quality control without altering or fabricating responses.
- Maintain confidentiality and secure all personal and sensitive data; refrain from sharing respondent information outside authorized systems.
- Engage in daily debriefings and promptly respond to supervisor queries, back-checks, spot checks, and requests for corrections or revisits.
- Report unusual responses, suspected duplicates, boundary issues, protection concerns, and data quality problems to the Field Supervisor.
- Support verification, infrastructure inventory, or respondent follow-up tasks as assigned and covered by approved tools.
- Comply with safeguarding policies, prevention of sexual exploitation and abuse, non-discrimination, security, and professional conduct standards.

Required Qualifications

- Minimum bachelor’s degree in Social Sciences, Statistics, Economics, Development Studies, Geography, Public Health, or a related field.
- At least two years of relevant experience in household surveys, socio-economic assessments, field research, or digital data collection.
- Practical experience with KoboToolbox or similar applications, including GPS data capture and basic troubleshooting.
- Ability to comprehend survey questions, follow skip patterns, probe neutrally, and record responses accurately.
- Basic numerical skills and confidence in using smartphones or tablets.
- Strong communication, observation, time management, and teamwork abilities.
- Fluency in Urdu is mandatory; proficiency in Sindhi and other local languages is highly preferred for effective community engagement.
- Basic reading ability in English for survey labels and system instructions is advantageous.
- Knowledge of local contexts and experience working in informal or low-income urban settlements is preferred.
- Commitment to confidentiality, integrity, safeguarding, and respectful engagement.

Preferred Qualifications and Additional Information

- Candidates currently employed in government roles must disclose their employment and provide a valid No Objection Certificate (NOC) from their department.
- The position is a fixed-term, full-time role for one month, combining office work in Karachi/Clifton with authorized field visits to Jam Chakro.
- The project will provide access to digital data collection tools, smartphones or tablets, chargers, and related accessories, which must be protected and returned upon completion.
- Official transportation and security arrangements for field visits will be organized by the project.
- Pre-approved official field expenses will be reimbursed according to policy; personal expenses will not be covered.
- Payment will be fixed monthly, subject to verified attendance and satisfactory performance, with all applicable taxes and deductions handled per contract.
