SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities and marginalized groups since 2010 by providing humanitarian assistance during emergencies and supporting them through the implementation of sustainable development programs in the areas of Child Protection and Child Wellbeing, WASH, Food Security and Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 of the most vulnerable districts. In light of increasing challenges such as inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of communities across Pakistan.

Key Responsibilities:

Objective 1:  Supply chain and fleet management

  • Manage the supply chain; prepare procurement plans and set budgets with the program staff.
  • Procurement of goods/services as per SIF policy and timely delivery of goods/services to the requester.
  • Maintain records and lists of suppliers/vendors, local repair/maintenance shops, and conduct comparative analysis of bids for efficient procurement.
  • Keep concerned departments informed of the timeline for processing requests.
  • Ensure sound management of stocks (storage conditions, reports, expiry dates) and frequently update the asset list of the mission.
  • Supervise allocation and proper use of supplies, including means of communication.
  • Ensure installation, maintenance, and repair of assets and structures.
  • Manage the pool of vehicles: maintenance and daily planning.
  • Supervise, monitor, and train drivers on SIF procedures and routes.
  • Monitor regular fuel consumption, vehicle logbooks, and vehicle conditions.
  • Supervise and build the capacity of project-based logistics/security officers and assistants.

Objective 2: Security Management:

  • Assist line manager and technical manager for the security assessment of SIF premises (Warehouse, Office, guesthouse, etc.).
  • Assist in designing district, provincial, and country security plans.
  • Share security updates and meeting minutes with CLM and Base manager weekly.
  • Conduct stakeholders mapping and develop coordination mechanisms for security and safety measures.
  • Provide rosters to security guards at the beginning of each month.
  • Supervise and monitor security guards.
  • Provide training on personal safety and security to staff members.

Objective 3: External Coordination and Government Dealing:

  • Provide necessary information to SIF management to ensure compliance with national regulations regarding administrative matters (e.g., registration, taxation, and labor laws).
  • Process expat travel NOCs for field visits.
  • Manage, follow-up, and report to line and technical supervisors for legal procedures and document requirements (travel NOC for expats).
  • Attend regular security forum meetings and share updates.

Objective 4: Reporting:

  • Monthly contract follow-ups, equipment inventory, monthly fuel follow-ups, and logistics reports.
  • Monthly procurement follow-ups and stock reports.
  • Weekly departmental meeting minutes.
  • Incident reports (4 hours & 72 hours).
  • Monthly and weekly security reports.
  • Situation analysis reports in the context of security and safety on a monthly or situational basis.
