ROLE IN THE ORGANIZATION

Field Coordinator Sindh will be based in Tharparkar and will work under the direct supervision of the Head of Mission. He/she will be responsible for coordinating, consolidating, and ensuring smooth implementation of program and operations’ activities and adherence to logistic, human resource, administration and security procedures. At the Provincial level, the Field Coordinator represents SIF to relevant stakeholders. 

MISSIONS AND ACTIVITIES:

Main Activities:

The leadership of the field office:

  • Provide regular threat risk assessment and update security plan/rules accordingly.
  • Develop and maintain key informants’ networks and analyze/relay information adequately.
  • Ensure active acceptance strategy towards stakeholders and communities SIF works with.
  • Develop security guidelines and ensure all SIF staff are aware of and respect the SIF security guidelines.
  • Ensure staff are aware and abide by SIF’s anti-fraud and anti-corruption policy
  • Provide an incident report when incidents occur.

Program Management:

  • The program is implemented as per the SIF Country Strategy and project documents.
  • Initiate the development of field office strategy in line with the overall country Mission strategy and collaboration with the Head of mission and CPC.
  • Provide overall leadership and oversight to program and program support operations of all the projects and to staff within their areas of responsibility.
  • Lead program development, through conceptualization, design, proposal and program initiation.
  • Strong coordination with the Country Program Coordinator and HOM regarding Fundraising.
  • Work closely with CPC, & MEAL to ensure appropriate monitoring and evaluation systems are maintained to increase quality and program appropriateness over time.
  • Depending on the context and mission needs, develop and implement the base-level strategy integrating projects (SIF and donor-funded) and seasonal Projects in collaboration with the respective program manager and technical coordinator(s).
  • Monitor each level and step of implementation to ensure the relevance of the action delivered to the beneficiaries and the quality of the program concerning SIF requirements
  • Coordinate with the key relevant stakeholders for linkage development for the sustainability of project clients
  • Coordinate with security agencies to ensure a safe and secure working environment for the staff in the office and at the field levels.
  • Coordinate with and represent SIF at provincial clusters/working groups
  • Liaise with donors and comply with the requirements
  • Ensure all program-related issues are discussed with the relevant internal and external stakeholders and the issues are resolved within the timeframe.

Representation

  • Represent the organization at the regional level including general meetings with humanitarian actors, local authorities, protocol meetings, security meetings, as well as sector group meetings.
  • Coordinate and develop strong networking & coordination and working relationships with the key stakeholders, specifically aligned with the program and security.
  • Participate in all the relevant provincial and district level clusters and working groups and represent the overall/need-based contribution of the organization for networking and coordination.

Administration/Finance:

  • Budget holder of the programs implemented in the areas of responsibility
  • Ensure the proper management of finances based on planning, authorization of expenses, budget follow-ups, reviewing and reporting.
  • Ensure the financial decisions at the base level provide the best value for money.
  • Ensure the cash flow is uninterrupted with timely cash requests and cash forecasting in coordination with the Admin/Finance officer and the country office.

Human Resources:

  • Ensure the management of Human Resources according to the SIF guidelines and the legal requirements
  • Participating in the recruitment of human resources in the projects upon guidance of the Admin Manager and the Head of Mission ; 
  • Manage the teams of the project, briefing, planning, follow up on the performance, and initiate disciplinary procedures if needed with the support of the HR Manager.
  • Evaluate the performance of his/her team regularly and provide performance improvement recommendations and follow-ups.
  • Participate and/or organize workshops and training to ensure the development of the human resources of the team.
  • Organize and solve team conflicts and ensure good working conditions prevail.

Logistics/Procurement:

  •  The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization and the context of the areas we work in.
  • Being an association with limited resources, versatility and flexibility are necessary to overcome any difficulty that may be of temporary or exceptional levels.
  • The employee may be requested to perform other tasks by their job category, in case of need related to the functioning of the Association or changes in its policy and its organization, and respecting the pattern of a fixed-term contract.

QUALIFICATIONS

Person qualifications

  • Master's degree or equivalent degree in Social sciences, project management or any other relevant field from a recognized university with expertise in food security, livelihoods and child sponsorship projects is an advantage.
  • Work autonomously, effectively managing workload with minimum =guidance and oversight from the HOM.
  • Ability to analyse situations and take corrective actions
  • Proven ability to work creatively and independently both in the field and in the office
  • Being a strong team player adept at creating a strong team spirit and confidence among the team members
  • Excellent written and oral communication skills.
  •  Experience in consultation and liaison with government and non-governmental officials.
  • Experience in proactively identifying issues and proven problem-solving skills.
  • Excellent command of Urdu and English (speaking and writing).
  • Confident and proficient in the use of MS Office, especially Excel and Word.

  • Experience: Senior managerial level experience with a minimum 02 years of work experience in a similar position in an international organization
  • Excellent interpersonal and communication skills,
  • Conflict-resolution skills.
  • Strong analytical skills.
  • Able to establish and maintain effective working relations with people of different cultural backgrounds.
  • Oversee the logistics at the base level ensuring the proper setup/rehabilitation/running of base premises (office/guest house), and the functioning of the supply chain including staff safety and security equipment and materials.
  • Oversee procurement planning, purchasing of goods and services, their transport and storage maintenance and management of the fleet and equipment.

Security Management:

  • Security focal personnel for the base.
  • Security Management at the base level including threat assessment, constant monitoring of security situation, collection of security-related information from the region and sharing with country office security focal person by proposing security protective measures.
  • Ensure that minimum security operating standards are put in place, and respected by the SIF team and identify gaps & needs to ensure the safety and security of the staff working in the field.
  • Ensure standard logistic procedures, protocols are well implemented at the base level by the logistics officer
  • Strong cross-cultural communication skills; Rigorous and polite.
