ROLE IN THE ORGANIZATION

Based in Islamabad Country Office, the MEAL Manager works under the direct supervision of the HOM/Country Program Coordinator. The MEAL Manager must have experience in INGO project Monitoring, Evaluation, Accountability, and Learning systems.

  • Is a key member of the Programme quality support team within the SIF Pakistan mission;
  • Will be managing monitoring and/or evaluation/assessment and survey related activities including designing data collection tools (survey forms, questionnaires, interview checklists), conducting data collection through FGDs and direct observations, generating monitoring visit reports, and performing data analysis for management decision making;
  • Provide technical guidance to MEAL staff at different bases and oversee overall monitoring activities;
  • Build/enhance MEAL staff capacities through training;
  • Hold regular reviews, planning meetings, and lesson learned workshops;
  • Conduct PDMs, external and/or internal evaluations of the program annually.

MAIN RESPONSIBILITIES

Objective 1: Develop and oversee MEAL strategy, systems, frameworks, tools, and processes

  • Develop, review, and align SIF’s Pakistan Mission’s MEAL strategy and implementation plan.
  • Maintain a coherent MEAL framework aligned with the organisation’s strategic objectives and programme priorities.
  • Establish standardised procedures, guidelines, SOPs and tools across the mission.
  • Develop and maintain programme monitoring and evaluation frameworks, including logframes, results frameworks, theories of change, and indicator tracking mechanisms.

Objective 2: Surveys & Assessments Activities

  • Establish standard data sources, collection methods, frequency, and responsibilities for programme-level and organisational indicators.
  • Develop and standardise MEAL tools and templates for monitoring, assessments, evaluations, PDM, and data collection and reporting.
  • Facilitate baseline surveys and needs assessments, including forming data collection tools and training of the data collection team.
  • Ensure data quality and consistency during data collection and entry, manage databases, and facilitate data analysis.

Objective 3: Project Design and Implementation Activities

  • Provide technical guidance and support in project documentation and desk reviews, ensuring alignment with minimum standards, CHS, and Sphere.
  • Ensure implementation of field activities adheres to SIF’s monitoring and evaluation system.

Objective 4: Lead assessments and surveys

  • Develop M&E Plans for new projects in coordination with programme teams and provide technical guidance for effective implementation.
  • Lead or provide oversight for baseline, midline, and endline assessments.

Objective 5: Accountability Activities

  • Ensure accountability at the field level during program implementation by orienting the program team and beneficiaries.
  • Update and manage Suggestion and Complaint Mechanism Database and share with MEAL Coordinator regularly.

Objective 6: Data Protection Activities

  • Responsible for managing and processing all data related to projects or program beneficiaries.
  • Ensure beneficiaries’ personal data is securely protected, handled confidentially, and archived in accordance with data protection requirements.

Objective 7: Safeguarding Activities

  • Support the monitoring of safe and child-friendly feedback mechanisms for reporting safeguarding concerns.

REQUIREMENTS

Education: University degree (Master) in Project Monitoring, Project Management, Social Sciences, Statistics, Economics, Development Studies, Econometrics or similar is required.

Experience: Minimum 5 to 8 years of relevant work experience in NGO/INGO with expertise in Monitoring and Evaluation or Project Management with knowledge of MEAL mechanisms.

Languages: Fluency in English and Urdu. Fluency in local language is a plus.

Knowledge: Good computer skills; Word, Excel, and PowerPoint including good report writing skills.
