This role focuses on coordinating maritime and blue economy projects by engaging with public, private, and Chinese stakeholders to ensure alignment with long-term strategic objectives. The successful candidate will prioritize and facilitate project implementation, adhering to best practices to enhance efficiency and effectiveness. They will support line ministries throughout all project phases, from initial investment proposals and feasibility studies to the appointment of consultants and advisors. The position also involves providing expert guidance on project approvals in accordance with bilateral agreements between China and Pakistan, as well as compliance with Pakistani government regulations. Managing risks related to maritime, offshore, coastal, and Gwadar projects is a critical part of the role. Additionally, the candidate will prepare progress reports and undertake other duties as assigned by the Project Director.
Key Responsibilities
- Coordinate effectively with public, private, and Chinese counterparts to manage maritime and blue economy projects in line with strategic plans.
- Prioritize and facilitate project implementation, ensuring adherence to best practices for optimal efficiency and effectiveness.
- Support line ministries throughout the project lifecycle, including the preparation of initial investment proposals and feasibility studies.
- Assist in appointing consultants or advisors for project feasibility studies as required.
- Provide expert advice on the structuring, appraisal, and approval of maritime, blue economy, offshore, coastal, and Gwadar projects, ensuring compliance with bilateral agreements and government regulations.
- Identify and manage risks associated with maritime, blue economy, and Gwadar projects.
- Prepare comprehensive progress reports on ongoing projects within the maritime and blue economy sectors.
- Perform additional tasks as directed by the Project Director.
Required Qualifications
- Demonstrated experience in managing or coordinating maritime, blue economy, or related infrastructure projects.
- Strong knowledge of project lifecycle management, including investment proposal development and feasibility study processes.
- Familiarity with bilateral agreements between China and Pakistan, alongside relevant government rules and regulations.
- Excellent communication and liaison skills for working with diverse stakeholders, including government ministries and international partners.
- Proven ability in risk identification and management for large-scale projects.
- Strong report writing and documentation capabilities.
