This position involves coordinating with public, private, and Chinese stakeholders to support science and information technology projects under the China-Pakistan Economic Corridor (CPEC). The role requires effective liaison and facilitation to ensure projects are aligned with long-term strategic plans and executed efficiently. The successful candidate will collaborate closely with line ministries throughout the project lifecycle, from initial proposal development to feasibility studies and consultant appointments, ensuring adherence to bilateral agreements and government regulations. Additionally, the role encompasses risk management, progress reporting, and providing expert advice on project structuring and appraisal.

Key Responsibilities

- Liaise with public, private, and Chinese counterparts on science and information technology-related CPEC projects, ensuring alignment with long-term plans and adoption of best practices to maximize efficiency and effectiveness.
- Facilitate and assist line ministries at all stages of the project lifecycle, including preparing initial investment proposals and conducting feasibility studies.
- Support the appointment of consultants or advisors required for project preparation and feasibility assessments.
- Assist in the project approval process, ensuring compliance with bilateral understandings between China and Pakistan as well as the Government of Pakistan’s rules and regulations.
- Provide expert advice on the structuring and appraisal of science and information technology projects to optimize outcomes.
- Identify, assess, and manage risks associated with science and information technology projects to mitigate potential issues.
- Prepare comprehensive progress reports on ongoing projects for stakeholders and senior management.
- Undertake any additional tasks assigned by the Project Director (PD) to support project objectives.

Required Qualifications

- Demonstrated experience in managing or coordinating science and information technology projects, preferably within an international or bilateral framework.
- Strong understanding of project lifecycle management, including proposal development, feasibility studies, and consultant engagement.
- Familiarity with government regulations and bilateral agreements related to China-Pakistan collaborations.
- Excellent communication and liaison skills to engage effectively with diverse stakeholders across sectors and countries.
- Proven ability to analyze and manage project risks proactively.
- Competence in preparing detailed progress reports and providing expert advice on project structuring and appraisal.
