The Senior Utility Engineer at the Rakh Canal Plant in Faisalabad plays a critical role in planning, executing, and ensuring the reliability of all maintenance activities related to Utilities and the Waste Water Treatment Plant (WWTP). Reporting to the Manager Maintenance, this position focuses on maintaining safe, efficient, and uninterrupted plant operations. The engineer is responsible for scheduling all preventive and corrective maintenance tasks in SAP, ensuring their completion before deadlines. This role also involves preparing work plans by selecting appropriate execution methods, estimating resources, time, and costs, and overseeing third-party contractors’ work, including planning, supervision, and billing.

Key Responsibilities

Operation & Maintenance
- Conduct annual boiler inspections as mandated by government regulatory authorities.
- Coordinate third-party inspections of pressure vessels following Boiler Inspectorate Punjab guidelines.
- Manage third-party contractors to ensure safe and secure job execution.
- Enforce adherence to preventive maintenance schedules and coordinate corrective maintenance activities with the maintenance team.
- Enhance equipment reliability and ensure WWTP operations meet regulatory and NEQS standards.
- Oversee indenting, inspection, and inventory control of utilities-related spares.
- Supervise maintenance of boilers, LPG plant, cooling towers, chillers, tube wells, gas lines, instrument and plant air lines, steam distribution, and condensate recovery systems.
- Manage maintenance of water supply systems including ground water, canal water, soft water, and circulating water to ensure consistent supply across plant sections.
- Lead maintenance of refrigerant chillers to support chilled water supply for Dextrose and MSD plants.
- Oversee maintenance of air compressors and dryers to maintain dry, specification-compliant compressed and instrument air.
- Liaise with SNGPL authorities on gas-related matters.
- Implement and monitor safety measures on all related jobs.
- Regularly review utilities-related SOPs and ensure compliance with departmental goals and KPIs.
- Manage data uploads on Power BI and handle all SAP-related activities for Utilities and Co-gen plants, including monthly closing tasks.

Project Management
- Execute utilities projects such as upgrades, retrofits, and new installations.
- Propose and implement continuous improvement initiatives to keep systems updated with the latest technologies.
- Prepare BOQs, technical specifications, and ensure timely project completion.

Inventory Management
- Manage critical spares inventory and coordinate with procurement for pipeline orders.
- Raise SAP purchase requisitions and store material reservations.
- Initiate purchase requisitions for external resources and outsourced jobs when in-house expertise is unavailable.

Contractor Management
- Promote safe working practices and teamwork among contractors, including training.
- Supervise contractors to ensure quality work within budget.

People Management
- Lead the Utilities team, fostering coordination across departments.
- Provide technical guidance, promote best practices, and build effective teams.

Compliance
- Ensure strict adherence to company safety policies during site work.
- Monitor contractors to enforce all safety requirements.

Continuous Improvement
- Lead energy conservation projects through process optimization, including feasibility studies, BOQs preparation, procurement follow-up, and safe project execution within deadlines.
- Manage contracts related to improvement projects.

Required Qualifications
- Bachelor’s degree in Chemical or Mechanical Engineering, or DAE in Mechanical/Chemical discipline.
- 1st Class Boiler Competency Certificate (mandatory).
- 7 to 10 years of experience in utilities operations and maintenance, including coal, diesel, and gas-fired boilers.
- Experience dealing with government regulatory authorities.
- Proficiency in computer applications, including ERP systems (SAP), Lean Six Sigma, MS Office, and Power BI.
- Strong command of English (written and spoken).
- Knowledge of international standards such as EHS, IMS, GPM, ISO, and Food Safety.
