SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities and marginalized groups since 2010 by providing them humanitarian assistance during emergencies and supporting them through the implementation of sustainable development programs in the areas of Child Protection and Child Wellbeing, WASH, Food Security and Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 of the most vulnerable districts. In light of increasing challenges such as inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

CHILD SAFEGUARDING

As part of the implementation of the Child Safeguarding Policy (CSP), the level of risk associated with child safeguarding (0, 1, or 2) will be specified depending on whether or not the position involves contact with children and, if so, the type of interaction.

Main Responsibilities:

  • Conduct community-level mobilization and awareness sessions on project objectives, eligibility criteria, and registration processes.
  • Identify and register eligible beneficiaries for livelihood restoration and asset creation interventions, in line with project targeting criteria.
  • Verify beneficiary data through household visits, cross-checking with community committees, and using standardized registration tools.
  • Ensure registration is inclusive, giving special attention to women, persons with disabilities, and other vulnerable groups.
  • Conduct village mapping/profiling through different PRA tools (i.e. BBCMs, mapping/profile, conflict resolution wealth ranking, etc.).
  • Facilitate community meetings, focus group discussions, and information sessions to ensure transparency and buy-in.
  • Act as a liaison between the community and the project team, addressing concerns and feedback related to beneficiary selection.
  • Conduct regular meetings with the community to explain the project goals, objectives, and beneficiary selection criteria to manage local expectations and minimize conflicts.
  • Identify and prioritize highly food-insecure households, including female-headed families, child-headed households, and vulnerable marginalized groups.
  • Prepare activity implementation plans and discuss the required resources to undertake the activity.
  • Cross-check and validate finalized lists through community validation exercises to prevent resource diversion and inclusion/exclusion errors.
  • Plan and manage safe, accessible, and organized food delivery mechanisms and distribution sites.
  • Distribute food ration cards, tokens, or biometric vouchers used by beneficiaries to claim food supplies.
  • Set up community-level feedback and complaint response mechanisms (CRM/CBCM) at distribution sites, escalating field-level issues to supervisors immediately.
  • Keep clean, up-to-date physical and digital records of all community members registered and food items distributed.
  • Prepare concise weekly and monthly progress reports detailing project milestones, bottlenecks, and field feedback.
  • Ensure community participation in project activities.
  • Form/re-organize Community Based Organizations (VDCs) male/female.
  • Identify and organize appropriate capacity building and technical resources to support project implementation.
  • Facilitate and support in conducting the awareness sessions.
  • Mobilize community groups, sensitize, and train them on specific topics as required, organize and facilitate meetings.
  • Follow the Social Mobilization guidelines of SIF and implement them at the community level.
  • Use digital tools (e.g., Kobo Toolbox, ODK) to collect and upload beneficiary registration data accurately and in a timely manner.
  • Maintain up-to-date and organized paper and electronic records of all registered beneficiaries.
  • Support the MEAL team in periodic data verification and post-registration monitoring activities.
  • Perform other duties as requested by the line supervisor.
