This position involves acting as a key coordinator on behalf of the Ministry of Planning, Development & Special Initiatives (M/o PD&SI) to support the planning, development, and implementation of energy projects under the China-Pakistan Economic Corridor (CPEC). The role requires gathering and analyzing data from various ministries and implementing agencies to enable informed decision-making within the Ministry and the Government of Pakistan. The successful candidate will provide expert advice for CPEC Joint Working Groups (JWG) and Joint Coordination Committees (JCC) related to the energy sector. They will also develop strategies to ensure the effective execution of energy projects, monitor project milestones, and assist in drafting Terms of Reference (TORs) for consultancy assignments. Troubleshooting and resolving issues faced by CPEC energy projects will be an essential part of the responsibilities, along with any other tasks assigned by the Project Director.
Key Responsibilities
- Coordinate with all relevant stakeholders involved in the conception, development, and implementation of CPEC energy projects on behalf of M/o PD&SI.
- Collect, analyze, and interpret data from ministries and implementing agencies to support decision-making processes within the Ministry and the Government of Pakistan.
- Provide expert inputs and assistance to CPEC Joint Working Groups (JWG) and Joint Coordination Committees (JCC) focused on energy sector initiatives.
- Develop and recommend strategic plans to ensure the successful implementation of energy projects under the CPEC framework.
- Monitor and evaluate project milestones to guarantee smooth and timely execution of energy projects.
- Assist the Project Director in drafting Terms of Reference (TORs) for consultancy assignments related to energy projects.
- Manage troubleshooting efforts to resolve any issues encountered by CPEC energy projects, ensuring uninterrupted progress.
- Perform additional duties as assigned by the Project Director to support project objectives.
Required Qualifications
- Demonstrated experience in coordinating and managing large-scale energy projects, preferably within government or international development frameworks.
- Strong analytical skills with the ability to gather, interpret, and utilize data from multiple sources to inform strategic decisions.
- Comprehensive knowledge of CPEC initiatives, particularly those related to the energy sector.
- Experience working with inter-ministerial and inter-agency coordination mechanisms.
- Proven ability to develop strategic plans and effectively monitor project implementation.
- Excellent communication and stakeholder management skills to engage with government entities and project partners.
- Competence in drafting technical documents, including Terms of Reference for consultancy assignments.
