This position is responsible for coordinating efforts on behalf of the Ministry of Planning, Development & Special Initiatives (M/o PD&SI) with various stakeholders involved in the maritime blue economy and Gwadar port. The role centers on the planning, development, and execution of China-Pakistan Economic Corridor (CPEC) projects. The incumbent will support decision-making by gathering and analyzing data from relevant ministries and implementing agencies. Additionally, they will provide expert inputs for Joint Working Groups (JWGs) and Joint Coordination Committees (JCC) related to the blue economy, Gwadar, and the maritime sector. Strategic development, monitoring, and evaluation of project milestones are essential to ensure timely and effective implementation. The role also includes assisting the Project Director in preparing Terms of Reference (TORs) for consultancy assignments linked to maritime, blue economy, and Gwadar projects under CPEC, along with other duties as assigned.
Key Responsibilities
- Coordinate with all relevant entities connected to the maritime blue economy and Gwadar port on behalf of M/o PD&SI for the conception, development, and implementation of CPEC projects.
- Collect and analyze data from ministries and implementing agencies to support informed decision-making within M/o PD&SI and the Government of Pakistan.
- Provide expert advice and assistance during JWGs and JCC meetings concerning the blue economy, Gwadar, and maritime sector initiatives.
- Develop strategic approaches for the implementation of maritime, blue economy, and Gwadar-related projects under the CPEC framework.
- Monitor and evaluate project milestones to ensure smooth progress and timely completion of initiatives.
- Assist the Project Director in drafting Terms of Reference (TORs) for consultancy assignments related to maritime, blue economy, and Gwadar projects under CPEC.
- Perform additional tasks as assigned by the Project Director.
Required Qualifications
- Strong understanding of the maritime economy, blue economy initiatives, and the strategic significance of Gwadar port within the CPEC framework.
- Proven experience in project coordination, data collection, and analysis involving multiple government ministries and agencies.
- Ability to provide expert advice and contribute effectively in multi-stakeholder forums such as JWGs and JCCs.
- Demonstrated skills in strategy development, monitoring, and evaluation of large-scale projects.
- Competence in drafting technical documents, including Terms of Reference for consultancy assignments.
- Excellent communication and coordination skills to engage with diverse entities and stakeholders.
