This position requires an experienced professional to provide technical leadership in procurement activities for project interventions, ensuring compliance with World Bank and Government of Punjab guidelines. The role involves developing and implementing comprehensive procurement plans, managing bidding processes, and overseeing contract administration to support project objectives effectively. The ideal candidate will have extensive experience in procurement within similar projects and possess strong skills in bid evaluation and documentation.
Key Responsibilities:
- Lead the development, review, updating, and implementation of the project procurement plan in accordance with World Bank and Government of Punjab guidelines.
- Provide technical guidance on all procurement-related activities within the project interventions.
- Develop and implement procurement requirements for the Project Implementation and Monitoring Unit (PIMU), including drafting scopes of work, performance objectives, and technical specifications.
- Review and verify standard bidding documents, incorporating special terms and conditions as necessary to facilitate effective procurement for PRSWSSP projects.
- Ensure strict adherence to procurement processes, including the shopping method, publication of advertisements, Expressions of Interest (EOIs), and Requests for Proposals (RFPs).
- Supervise the evaluation of bids, and oversee the preparation, submission, and finalization of bid evaluation reports and results.
Required Qualifications:
- Master’s degree in Procurement & Contracts Management, Business Administration, Project Management, or a Bachelor of Science in Engineering.
- A minimum of 8 years of relevant experience in procurement, bid administration, and related activities.
- At least 4 years of experience working on similar projects or assignments involving procurement management.
Preferred Qualifications and Benefits:
- Experience working on projects funded by international organizations such as the World Bank is highly desirable.
- Strong knowledge of procurement regulations and procedures applicable to government and donor-funded projects.
- Proven ability to lead procurement teams and manage complex procurement processes efficiently.
