We are looking for a Technical Proposal Engineer with a solid background in power systems engineering to lead and support the development of proposals for utility, government, and large infrastructure projects. This role requires bridging technical expertise with proposal strategy, transforming complex engineering concepts into clear, compliant, and persuasive documents. The ideal candidate will have a deep understanding of power system studies but will focus on interpreting scopes, writing methodologies, preparing compliance matrices, and developing technical narratives rather than performing daily design tasks.

Key Responsibilities

Proposal & RFP Development: Lead the technical writing of proposals related to power system consulting, utility studies, and electrical engineering projects. Interpret RFP/RFQ technical requirements, grid codes, and standards, translating them into compliant and compelling proposal responses. Develop technical methodologies, work plans, deliverables, schedules, and execution approaches tailored to each proposal. Prepare scope of work, assumptions, exclusions, and technical clarifications aligned with client expectations. Support the creation of compliance matrices, technical scoring responses, and risk mitigation sections.

Technical Content & Expertise: Draft proposal sections covering power system studies such as load flow, short circuit, and protection coordination. Include arc flash and electrical safety studies, grounding and earthing system analysis, power quality, harmonics, and DER integration. Ensure all technical content complies with IEEE, IEC, NFPA, ANSI, and BS standards. Review and customize case studies, project descriptions, and resumes to align with RFP requirements.

Coordination & Review: Collaborate closely with engineering leads, project managers, and senior management to validate technical approaches. Coordinate inputs from various disciplines to produce a unified and cohesive proposal voice. Review proposals thoroughly for technical accuracy, clarity, consistency, and compliance prior to submission. Provide support for post-submission clarifications, technical presentations, and responses to bidder Q&A.

Required Qualifications

Bachelor’s degree in Electrical Engineering is mandatory, with a Master’s degree preferred. Candidates should have 3-5 years of experience in power systems engineering, including direct involvement in proposal or tender support. A strong understanding of power system studies, electrical safety, and utility requirements is essential. Proven experience in supporting or leading technical proposals for utilities, government agencies, or large industrial clients is required.

Technical Knowledge: Expertise in power system studies such as load flow, short circuit, protection coordination, and arc flash. Knowledge of grounding and earthing systems (IEEE 80), power quality and harmonics (IEEE 519), and DER integration and grid impact studies. Familiarity with software tools like ETAP, PSSE, and DigSILENT is important for methodology development and proposal credibility.

Key Skills: Excellent technical writing and structuring abilities, with the capacity to explain complex engineering concepts in clear, proposal-friendly language. High attention to detail and strict adherence to compliance requirements. Ability to perform effectively under tight proposal deadlines. Experience with utility and international RFPs is highly advantageous.

Preferred Qualifications and Benefits

Experience in proposal writing for utilities, transmission operators, regulators, or government entities is preferred. Familiarity with North American, Middle Eastern, or other international grid codes is a plus. Exposure to RFP scoring criteria and evaluation processes will be beneficial.

Compensation: The starting base salary is PKR 100,000 per month. Additional submission bonuses or commissions may be awarded based on qualifying proposal submissions and individual performance, following the company’s approved incentive structure. Further details regarding bonuses and commissions will be provided by management.

Work Location: This position requires in-person attendance.

Pay Range: Rs100,000 to Rs150,000 per month.
