AKHS, P is looking for a seasoned and dynamic individual for a leadership role as Head of Community Health and Donor Funded Programs to be based in Islamabad. The job holder will be directly reporting to the CEO. 

This position has lead responsibilities for developing innovate strategies to deliver community health and primary health care, managing government and donor relationships, and implementing donor funded programs for AKHS Pakistan to the highest standards of efficacy and quality.

The incumbent will oversee operations of more than 100 basic health centres across Pakistan and be responsible for all aspects of donor-funded programs (including program and proposal development, grant management, technical assistance, monitoring activity and financial management and recruiting and managing associated staff). The position will also play a key support role in achieving AKHS,P’s aspirations to achieve net zero by 2030.

Key Responsibilities

  • Leadership role with innovating and adapting community health and primary health care strategies to serve Pakistan’s needs within a wider objective to support strengthened public health systems and services.
  • Support the CEO in maintaining the best of effective relationships with: relevant government departments; National/Regional/Local Councils and Health Boards; strategic community health partners; and donors/investors. 
  • Formulate interventions that have potential to be absorbed within AKHS,P’s core programs and within the public health system, bearing in mind resource constraints, country realities and cost/benefit analysis.
  • Ensuring efforts are anticipate and align with emerging needs, challenges and opportunities
  • Planning and implementation of project activities in consultation with related stakeholders and implementation partners
  • Oversee community health operations across regions comprising of Karachi and Sindh, Gilgit Baltistan, Chitral and Punjab.
  • Collaborate with technical leads to identify risks for and opportunities to improve impacts on the environment and carbon emissions, and define tasks, work, and personal goals within operational plans to reduce these impacts accordingly.
  • Deliver an M&E framework and monitor progress with health and project process/outcome indicators.
  • Provide/coordinate technical assistance to support transferring lessons and experience of successful pilots to core operations and to strengthen public health systems/services.
  • Responsible for managing the hiring the team members, development and performance of key regional community health and primary health care staff including succession planning
  • Manage and mainstream pilot projects such as innovations with outreach approaches (through hub-to-spoke models and mobile clinics), digital health (eg community awareness), screening (adult and school health screening), ECD, mental health, and home-based care components.
  • Collaborate with clinical services to deliver exemplary care within an integrated quality patient-oriented healthcare system and strengthen referral mechanisms from community health services to clinical health services.
  • Improve and renew Public Private Partnership agreements with the Government of Pakistan.
  • Support and collaborate on Social Health Protection Initiative of govt. Khyber Pakhtunkhwa and GB.

As the lead of donor-funded programs:

  • Ensure that donor-funded projects have high potential to be adapted to serve core programs and the needs of public health realities within Pakistan.
  • Responsible for developing a donor/investment plan and securing funds.
  • Responsible for successful activity and financial implementation for all grants.
  • Responsible for quality and timely reports.
  • Spokesperson and responsible for donor-relations.
  • Ensure that the government of Pakistan is kept abreast of key developments and results.
  • Lead strategic partnerships and communications with key stakeholders (development partners, government, private sector).
  • Ultimately be personally responsible for donor/investor satisfaction.
  • Provide periodic reports when required
  • Be an active member of the Senior Leadership team

Education, Experience & Competencies

  • Minimum Masters degree in Community Health/Public Health Care from a reputable University. 
  • Minimum 10-15 years’ experience in healthcare with a minimum of 8-10 years in a senior management position in the healthcare sector. 
  • Extensive experience in managing community health programs and multi-year, high-impact donor-funded programs.
  • Demonstrated experience in being responsible for successful resource management and project delivery.
  • Ability and Traits: A dynamic person with strong leadership skills, problem solving skills and serving for the country’s interests.
  • Passionate to spend extensive periods in the field, working with and alongside staff to ensure delivery to quality and with integrity. 
  • Expertise and excellent technical knowledge of primary health care, administration, financial management, computer literacy, project management, and able to analyze and interpret data, and recognize and measure success.
  • Communication skills in proficiency in English and Urdu are a must.
