CARE Pakistan is inviting qualified consultants or consulting firms to design and implement a comprehensive training program focused on the Grievance Redressal Mechanism (GRM) within the textile sector. The selected consultant will be responsible for training Master Trainers (Grievance Officers) and GRM Committee Members across five major industrial hubs: Lahore, Karachi, Faisalabad, Sialkot, and Multan. This initiative aims to build the capacity of key personnel to manage grievance procedures effectively and promote fair labor practices in the textile industry. The assignment is scheduled to commence on August 1, 2025, and will continue for six months, concluding on January 31, 2026.

Key Responsibilities:
- Develop a customized training rollout plan tailored to the specific needs of the textile sector.
- Conduct 10 Training of Trainers (ToT) and GRM Committee training sessions, each lasting two days, over a period of two months.
- Deliver refresher training sessions at the same locations to reinforce learning and address any emerging challenges.
- Provide ongoing support and mentoring at the factory level, both virtually and in person, to ensure the effective implementation of the GRM.
- Prepare and submit detailed training reports that include observations, outcomes, and actionable recommendations for continuous improvement.

Required Qualifications:
- At least seven years of professional experience in workforce training, labor rights, or industrial relations.
- Proven expertise in delivering Training of Trainers (ToT) programs, preferably within the textile or garment sector.
- Strong communication and facilitation skills, with the ability to engage diverse audiences effectively.
- Fluency in English and Urdu is essential, along with proficiency in at least one regional language such as Punjabi, Sindhi, or Saraiki.

Interested consultants or firms are required to submit a technical proposal not exceeding five pages, accompanied by a financial proposal in PDF format (password protected). Submissions must also include CVs of proposed trainers, samples of similar assignments, and references from two previous clients. The deadline for proposal submission is July 20, 2025, by 11:59 PM.
