This senior leadership position calls for an experienced professional to oversee the daily operations of a specialized unit dedicated to population, health, and nutrition policy. The successful candidate will serve as the principal analytical advisor to the Member (PHN), translating complex data into actionable insights for senior policymakers. They will manage the unit’s results framework and act as the primary liaison among the Planning Commission, federal and provincial agencies, development partners, and line ministries. This role requires strong leadership, strategic planning, and stakeholder engagement skills to drive effective policy development and implementation aligned with national development priorities.

Key Responsibilities
- Develop and refine policies grounded in rigorous research, best practices, and emerging trends within population and health sectors.
- Lead or supervise research initiatives to gather data, analyze trends, and assess policy effectiveness.
- Support the practical application and enforcement of policies to ensure compliance and impact.
- Monitor policy progress by measuring performance against goals and reporting outcomes.
- Contribute to strategic planning efforts, ensuring policies align with broader objectives.
- Facilitate communication with policymakers, researchers, and the public to collect input and disseminate information.
- Prepare high-level briefs for the Prime Minister and ministers on population, health, and nutrition matters.
- Develop and maintain multi-year roadmaps for fertility transition and PHN sector targets, aligned with the 5-year plan and Medium-Term Budget Framework (MTBF).
- Own the unit’s results framework, design milestone-based accountability systems for population indicators, and conduct quarterly reviews across provinces and ministries, culminating in the Prime Minister’s main review meeting.
- Coordinate structured engagement with international development partners including UNFPA, World Bank, WHO, FCDO, GIZ, Global Fund, among others.
- Manage the unit’s workplan, ensure quality assurance of outputs, and supervise team members.
- Perform additional duties as assigned by the Member Population, Planning Commission.

Required Qualifications
- Master’s degree in Public Policy, Management, Finance, Public Health, or a related discipline.
- Excellent written communication skills in English, capable of producing policy briefs suitable for Prime Minister-level and cabinet review.
- Proven expertise in results-based management and designing performance frameworks.
- Familiarity with the deliverology model and its application in policy implementation.
- At least 12 years of professional experience, including 5 to 7 years in senior development planning roles.

Preferred Qualifications and Benefits
- Experience in health or population sectors is highly desirable.
- Prior experience working with government agencies, delivery units, international organizations, or similar institutions is advantageous.
- Demonstrated ability to engage development partners and donors at a senior level is preferred.
- The position offers a fixed monthly salary package of Rs. 1,050,000 under Project Pay Scale PPS-12, subject to applicable income tax and statutory deductions.
- Annual increments will be awarded in line with Project Pay Scale rules and the Standard Pay Package as per Finance Division guidelines.
- Any approved revisions to the Project Pay Scale by the Finance Division will be implemented accordingly.
