Contract Type: ICA - LICA - Specialist - Retainer
Duration: 5 months (60 working days, deployable on a need basis up to a maximum of 12 days per month)
Role Purpose: The overall objective of this consultancy is to undertake an assessment of NAP implementation through a stock take of programmes and projects in Punjab, Sindh, and AJK. The Consultant will report directly to the NAP National Project Manager, in close coordination with the AS, MoCC&EC. All deliverables will be submitted to NAP and MoCC&EC for review and approval. Regular progress meetings will be held to review performance and adjust priorities.
Functions / Key Results Expected:
- Prepare Analytical Framework:
- Review NAP 2023 document to internalize its objectives, the priority sectors, and 117 priority programmes and projects.
- Review the Climate change policies and action plans for Punjab, Sindh, and AJK Provinces, including municipal climate action plans, and other related strategies and plans.
- Assess the linkages between the Province and municipal plans with the Federal NAP and identify any gaps.
- Prepare and propose an excel matrix for documenting the stock take of adaptation projects and linkages with NAP, and seek clearance from the NAP National Project Manager.
- Stock Take of Adaptation Projects:
- Carry out the stock take of adaptation interventions according to the analytical matrix developed in Task 1.
- Validate collected information and gaps identified in Punjab, Sindh, and AJK with the Provincial governments.
- Develop a synthesis report based on identified gaps and capacity needs, and advise MoCC&EC on actions to strengthen coordination.
- Provincial Monitoring and Reporting on NAP Implementation:
- Map the stock-take of projects and investments against the Global Goal on Adaptation framework of indicators adopted at COP30.
- Prepare a summary report on the coverage of GGA indicators and identify gaps and additional indicators.
- Liaise with the firm developing the Monitoring and Evaluation Framework for Pakistan’s National Adaptation Plan.

Education Requirements:
- Required:
- Bachelor’s degree (or equivalent) in sociology, economics, environmental science, or related fields with 2 years of relevant experience OR
- Master’s degree (or equivalent) in a related field with 0 years of relevant experience.
Experience Requirements:
- Required:
- Minimum of 2 years of experience in government, semi-government, UN entities, or any other development sector organization.
- Proven experience in engaging diverse stakeholders, conducting mapping exercises, and report writing.
- Experience in developing and/or implementing project monitoring systems.
- Desired:
- Experience working in multicultural environments or UN system organizations in a developing country.
- Experience in development or humanitarian contexts.
