Project Manager (Transactional HR Services)

UNOPS Pakistan is expanding its portfolio of transactional HR services, supporting UN agencies and other partners through efficient, high-quality and client-focused HR solutions. This role offers an opportunity to lead HR service delivery and other transactional projects in a dynamic international environment, working with multidisciplinary teams and a diverse range of stakeholders. The successful candidate will combine project management expertise with HR operational knowledge to deliver results, strengthen client relationships, and contribute to the continuous improvement of HR service delivery through innovation, process optimization, and the use of technology.

The Project Manager is responsible for the effective delivery and daily management of projects providing transactional HR services to UNOPS partners. The incumbent ensures that HR service delivery is timely, client-focused, compliant with organizational policies, and aligned with contractual commitments and UNOPS performance standards. Acting on behalf of the Project Board, the Project Manager oversees the successful delivery of project outputs within agreed tolerances of time, cost, scope, quality, risk, and benefits.

Functions / Key Results Expected

Develop, complete, and update the project implementation plan.
Comply with the organization’s policies and standards, and ensure project information is kept updated in project management systems.
Monitor key service delivery indicators and operational performance, identifying trends, bottlenecks, and opportunities to improve efficiency and quality of HR service delivery.
Develop stakeholder engagement strategies and plans. Actively engage stakeholders, take feedback, and adjust as necessary.
Work with internal stakeholders to ensure projects comply with audit requirements.
Create a learning environment for the project team, encourage knowledge sharing and training to contribute to longer-term capacity building.
Organise and structure the project team, ensure clearly defined roles and responsibilities. Provide regular guidance and direction, as needed, and support the team in effectively performing their tasks.
