  1. Project description

WaterAid Pakistan involved practicing young journalists through the WASH Media Action project, to understand and highlight WASH issues in print, electronic and social media. The programme provides an opportunity for journalists to advocate with government authorities and decision makers to prioritise water and sanitation issues, by increasing coverage of WASH related news and analysis in the media. The Programme also highlights best WASH practices and focuses on creating awareness among masses, to bring about necessary behavioural changes, by using various information and communication channels. Over the years this programme has evolved with participation levels ranging from young to established and well-known journalists. 

  1. Purpose and deliverables

The objectives of the evaluation are to:

  1. assess the performance of the programme in achieving the planned results.
  2. identify and assess the strengths and weaknesses of the approach, plus the constraints within which the project was implemented and opportunities availed/available.
  3. draw lessons and recommendations for the next phase the project.
  4. inform the future trajectory of WaterAid Pakistan’s engagement in media support programmes and potentially identify other areas of engagement such as social media influencers, youth and students.
  1. Quality Criteria and Key Questions:

Quality Criteria for the evaluation is based on the OECD/DAC criteria. The programme will be assessed from the perspectives of its relevance, effectiveness, coherence with other WaterAid programmes, Impact and Sustainability.

The following questions need to be addressed:

Relevance

  1. How relevant is the project in the Pakistani context?
  2. To what extent was the project relevant for the marginalised groups such as persons with disabilities, women and girls, transgender, minorities etc?

Effectiveness

  1. Did the approach adopted helped with achieving the desired results? If yes, to what extent and if no, why?
  2. Which alternative or additional approaches could have been used to enhance effectiveness?
  3. Did the project reach out to young female and male Pakistanis from different parts of the country?
  4. Which approaches and models of engagement between WaterAid and WASH Media fellows have worked well and why?
  5. What were key gaps in the WASH Media Action Programme and how it can be transformed into a high impact programme with inclusion of other segments such as social media influencers, youth and other groups.

Coherence

  1. How was the project linked with other WASH programmes? To what extent did it build on WASH programmes being implemented in the field?
  2. Did the project use the learning from other WASH programmes?

Impact

  1. To what extent the WASH Media Action Programme has been successful in raising the profile of WASH issues in the media? What have been the key successes and failures?
  2. What were the successes of the project in raising awareness on the WASH issues of the marginalised groups?

Sustainability

  1. To what extent will the gains from the project be sustained after the project ends?
  2. What (additional) can be done to ensure that the gains from the project be sustained beyond the project period?

Audience and use of findings:

The anticipated audience of this evaluation is WaterAid internal staff as the evaluation will provide guidance on the future strategic direction of WaterAid’s work with the print, electronic and social media. This includes the WaterAid Pakistan team and regional and global WaterAid teams. A brief document outlining successes of the programme may be extracted for wider audience.

  1. Suggested methodology:

The consultant is recommended to employ qualitative methodology in order to carry out this assignment. This will include focused group discussions (FGDs), key informant interviews and other relevant tools. However, WaterAid expects to receive detailed methodology as part of the bid/proposal which may be most suitable for evaluation of this project.

  1. Expected deliverables:

The evaluation will be carried out in conformity with the WAP evaluation criteria and standards. The evaluation is expected to produce key findings and clear and practical recommendations for WAP’s next strategy (2022-2027).

The evaluator is expected to produce following deliverables:

1.    Inception Report with details of methodology, sample type and size, data collection tools and workplan.

2.    Detailed evaluation report – template for the report will be agreed during the inception phase.

3.    A summary for wider audience.

  1. Organisational setting and Workload

The assignment is open to individual consultants and firms. The consultant firm/institute will not be provided with an office space or any IT equipment (laptop or mobile); however, the consultant will be visiting WaterAid office as per need. No additional expenses for travel and office equipment may be paid to consultant.

The deadline for completion of the all deliverables is 31st January 2021. However, a detailed workplan with deadlines for each deliverable is to be proposed by the interested firms/individuals which will be implemented with approval of the relevant WAP staff. The workplan needs to build in sufficient time for review of different deliverables by WaterAid.

  1. Resources

The consultant firm/institute will be oriented about WASH Media Action project and the relevant documents etc will be made available to them.

  1. Supervision

The consultant will report to the Head of Policy & Advocacy, Water Aid Pakistan.

  1. Intellectual Property Rights

Intellectual Property Rights in all documents/information/ other materials prior to the date of execution of an agreement pursuant to this bid shall vest in the Party to which such document/information/materials belong. 

All Intellectual Property provided by WaterAid Pakistan to the Consultant for performing the obligations under the agreement with WaterAid shall remain the exclusive property of WaterAid Pakistan.

Any reports produced/data collected, or any other Intellectual Property generated by the Consultant pursuant to or under the agreement with WaterAid shall be the exclusive property of WaterAid Pakistan.

  1. Application /Proposal

The proposal should contain the following:

·       An expression of interest (Max two pages) explaining your interest and suitability for the position against each of the selection criteria. Please explain as to how your skills match the tasks detailed in the ToR.

·       Description of methodology which will be used for the evaluation.

·       Your profile/portfolio (not more than 5 pages).

·       Examples of similar programme evaluations conducted by the proposed consultant/firm.

·       Financial proposal (In separate envelop, quote as lump sum daily rate and other costs inclusive of all taxes with budget narrative).

·       A workplan with deadline for each deliverable.

  1. Desired qualifications, specialized knowledge or experience

a)    Education:

o   Masters degree in Journalism, Social Science or any other media related  discipline.

b)    Work Experience

·       10 years of progressively responsible professional work experience in media and journalism.

·       Demonstrated experience in developing, implementing and reviewing the engagement of media in development themes such as WASH, health, education or similar areas.

·       Familiarity with the national media context and stakeholders.

·       Have experience in conducting interviews, documentation and report writing.

  1. Evaluation criteria

Each candidate shall submit technical and financial proposals in two separate sealed envelopes. Technical offers will first be evaluated according to the “Evaluation criteria” below and the technical qualification threshold point is “70”.

70% score will be given to technical proposal while 30% score will be given to Financial proposal.
