The SME Business Support Fund (BSF) is a non-profit organization owned by the Ministry of Finance, Government of Pakistan. In November 2009 after the completion of the ADB Program, the Ministry of Finance took ownership of BSF and the new management took over at the start of 2010. BSF turned out to be one of the unique donor funded projects that was later given stakeholder ownership. Based on the lessons learnt in the past the existing strategy was re-assessed and the new management has set its focus on the following three core values for all future programs:
1. Developing new enterprises
2. Supporting existing enterprises through Business Development Service Providers (BDSP)
3. Inculcating business processes/models in developing rural enterprises
